Tenders are invited for Construction of 132kv Double-Circuit Power Transmission Line and Towers from Wuro Ngayadi to Gulak, Covering Approximately 11km, All in Adamawa State SCOPE OF WORK The project involves the design, construction, testing and commissioning of approximately 11km of 132kV Double Circuit Overhead Power Transmission Line from Wuro Ngayadi to Gulak. The scope shall include: I. Survey and Design: Route survey, topographical and geotechnical investigations, detailed engineering design, tower spotting, foundation design and preparation of construction drawings. II. Right-of-Way Preparation: Clearing and preparation of the approved transmission line corridor, including provision of temporary access roads where necessary. III. Tower Construction: Supply, fabrication, galvanization, transportation and erection of 132kV double-circuit lattice steel transmission towers, including suspension, angle, tension and terminal towers as required. IV. Foundation Works: Excavation, reinforcement, concrete works, foundation bolts, backfilling, compaction and associated civil works for all towers. V. Electrical Installation: Supply and installation of 132kV conductors, insulators, earth/shield wires, tower hardware, clamps, connectors, jumpers and other line accessories. VI. Earthing and Lightning Protection: Installation of tower earthing systems and lightning protection arrangements, including testing of earth resistance. VII. Stringing and Line Erection: Stringing, sagging and tensioning of conductors and earth wires, installation of fittings and verification of required electrical and safety clearances. VIII. Crossings and Protection: Provision of necessary protection and safety arrangements at road, utility, power-line and other crossings along the route. IX. Testing and Commissioning: Inspection, testing, rectification of defects, pre-commissioning checks and commissioning of the complete transmission line in accordance with approved standards. X. HSE and Environmental Compliance: Implementation of appropriate health, safety and environmental measures throughout construction. XI. Documentation and Handover: Submission of test certificates, as-built drawings, tower schedules, commissioning records, operation and maintenance manuals and other required project documentation. The Contractor shall provide all labour, materials, equipment, transportation, supervision and incidental works necessary to deliver a complete, safe, reliable and fully operational 132kV double-circuit transmission line from Wuro Ngayadi to Gulak. Eligibility: Please Note; that the bids documents will be evaluated on the responsiveness to the following criteria; a. Shall be incorporated in Nigeria and have all the legal requirement incorporate in the country including registration with relevant bodies which include b. Certificate of Registration with Corporate Affairs Commission. c. Registration as Contractor/Service provider in Adamawa State with Bureau of Public Procurement Valid 31st December, 2026. d. Evidence of VAT Registration and Remittance with TIN e. Copies of immediate past 3 years Tax clearance certificate (2024, 2025 and 2026) f. Evidence of immediate past 3 years of companys audited report (2023, 2024 and 2025) g. Evidence of compliance with ITF amendment Act 2011 by inclusion of certificate of compliance from the Industrial Training Fund valid till 31st December, 2026 h. Evidence of compliance with Pension Reform Act 2004 by inclusion of Certificate of compliance from the National Pension Commission valid till 31st December, 2026. i. Evidence of compliance certificate with Employees Compensation Act (ECA) 2010 (Registration with NSITF) valid till 31st December, 2026 j. Must have capability, to commence work without advance payment to the satisfaction of the client. k. Bidders shall also submit proposals of work methods and schedule insufficient detail to demonstrate the adequacy of the bidders proposals to meet the technical specifications and the completion time. l. All submissions in response to this advert should be in English language. m. Bids must be duly signed. n. Contractors must be fully mobilized in the State o. Evidence of similar Jobs carried out p. A sworn affidavit certifying as follows: i. That none of the Directors of the company seeking for pre-qualification/financial has ever been convicted by any court of law or declared bankrupt. ii. Must attach sworn affidavit authorizing the signatory of the bid to commit the bidder iii. That none of the officers of the Adamawa State Ministry energy/Adamawa State Bureau of Public Procurement is/are former or present Director of the company. q.
