Context The Strengthening Local Economy (SEL) project directly aligns with the objectives of the German Federal Ministry for Economic Cooperation and Development (BMZ) Strategy on Technical Cooperation Agreement (TCA), as well as the strategic orientations of the Lebanese Ministry of Agriculture, national agricultural policies, and broader food security frameworks. Designed to enhance the performance, resilience, and competitiveness of agricultural producers and micro, small, and medium-sized enterprises (MSMEs), the project focuses on strengthening the political and institutional framework for private sector actors, while building the technical and organizational capacities of public and private service providers. The SEL project adopts a market systems approach to strengthen the resilience, competitiveness, and inclusiveness of Lebanons business environment by tackling critical structural and crisis-induced constraints. Despite Lebanons strategic Mediterranean location and proximity to EU and GCC markets, its export potential and market performance are hindered by a large trade deficit, weak productivity, an unfavourable business environment, high logistics costs, inadequate trade infrastructure, inconsistent quality standards compliance, and limited market intelligence. In response, SEL focuses on addressing these key systemic barriers to build a more efficient, formal, and enabling environment for priority sector value chains. During the inception phase, the project will select a number of priority value chains (preferably 4), from the list mentioned below, in the targeted regions based on their relevance to economic resilience, import substitution potential, environmental sustainability, employment generation, and inclusion potential for vulnerable groups, including women, PWD, youth, and small-scale producers. The value chains initially identified upon consultation with the Ministry of Agricultural strategy, previous value chain studies, and consultation with experts from the targeted region, include the following VCs: Stone Fruit Cultivation Olive oil Legume Production (beans, lentils, carob, and related crops) Small Ruminant Farming (sheep and goats for meat and dairy production) Apiculture and Honey Production Vegetables cultivation Aromatic plants Avocado and sub-tropical fruits Citrus Banana The assessment is conducted within the framework of the SEL project, which seeks to strengthen the competitiveness and resilience of agricultural producers and micro, small, and medium-sized enterprises (MSMEs) in North Lebanon, Akkar (Middle and Jird el Kaytea as well as the plain of Akkar), Mount Lebanon, and the Bekaa. The project adopts a market systems approach that recognizes the need to address constraints at multiple levels, including the enabling environment, market support functions, and the performance of value chain actors. Particular emphasis is placed on improving market linkages, strengthening institutional support services, promoting climate-resilient and resource-efficient agricultural practices, enhancing compliance with market and quality requirements, and fostering stronger engagement between producers, agribusinesses, and private sector actors. The value chain assessment will therefore identify market opportunities and systemic constraints while informing interventions that contribute to more competitive, inclusive, and sustainable agricultural value chains. Building on the Ministry of Agricultures national strategy and sectoral priorities, the selection process uses a conflict-sensitive, market-oriented approach to identify and validate target value chains. Beyond technical production, the assessment evaluates broader food system dynamics, market functions, enabling environment factors, and resilience mechanisms to ensure alignment with national goals and long-term sustainability in Lebanons evolving context.
