The Subject Of The Competition Is An Urban And Open Space Planning Draft That Shows How The Transformation Of An Existing Commercial Area Into A Mixed-Use, Climate-Adapted And Community-Oriented District Can Be Achieved. In A City With High Demand For Space And Limited Inner-City Development Reserves, Demands Come Together Here That Are Often Spatially Out Of The Way Elsewhere: Residential And Commercial, Logistics And Accommodation, Social Infrastructure And Production, Open Space And Densification. The Crucial Question Is Therefore Not Which Use Will Prevail In The End. What Is More Interesting Is How A Piece Of The City Can Emerge From This Competition. The Task Of The Competition Is To Develop Your Own Spatial Answer. What We Are Primarily Looking For Is Not The Most Complete Picture Possible Of A “Finished” Gutleut-West At Some Point. Rather, We Are Looking For An Urban And Open Space Planning Framework That Provides Orientation Without Restricting Development. It Should Ensure Qualities Through Principles To Be Developed And At The Same Time Open Up Scope - For Different Uses, Sponsors, Owners And Development Times. The Organizer Intends, In Consideration Of The Recommendation Of The Jury, To Commission The Team Awarded First Prize With The Preparation Of The Competition Results. For This Purpose, The Organizer Will Carry Out A Negotiated Procedure Without A Participation Competition In Accordance With Section 14 Paragraph 4 No. 8 Vgv. The Organizer Reserves The Right To Initially Only Carry Out The Negotiation Process With The Team Awarded First Prize. If These Negotiations Fail Or If There Is An Important Reason That Prevents The First Prize Winner From Being Commissioned, The Other Prize Winners Will Be Asked To Take Part In The Negotiations. The Competition Result Will Be Weighted At 60% As An Award Criterion In The Subsequent Award Process. The Ranking Of The Prize Winners According To The Decision Of The Jury Is Taken Into Account Accordingly, I.E. The 1St Prize Winner Receives The Highest Number Of Points In The Competition Result Criterion, The 2Nd Prize Winner The Second Highest, Etc. Further Processing Includes The Urban Development Design According To Leaflet No. 51 Of The Baden-Württemberg Chamber Of Architects, Fee Zone Iii, Service Phases 1-3 As Well As The Open Space Design According To Leaflet No. 52 Of The Chamber Of Architects Baden-Württemberg, Fee Zone Iii, Service Phases 1–3 And The Creation Of A Quality Manual. We Reserve The Right To Commission Further Planning Services Beyond This And Are Not Part Of This Contract Promise. The Aim Is To Develop A Framework Plan With Integrated Open Space Planning As A Preliminary Stage To The Development Plan According To The Baugb And As A Basis For The Subsequently Planned Concept Process For The Structural Development On The Construction Sites.
