In Order To Select A Network Operator Who Can Implement The Planning, Construction And Operation Of An Ultra-Fast Nga Network With A Public Subsidy According To The So-Called Economic Gap Model With A Public Subsidy, The Trebgast Administrative Community - Hereinafter Referred To As The Local Authority - Carries Out A Negotiation Process With A Preliminary Participation Competition In Accordance With Section 12 Konzvgv In Conjunction With Section 14 Paragraph 2 And Paragraph 3 Vgv. In The Participation Competition, The Suitability (Expertise, Performance And Reliability) Of The Applicants Is Checked At The First Stage. All Participants Admitted In This Way Will Be Asked To Submit An Offer In A Second Stage And Will Have The Opportunity To Submit An Initial Offer Until The End Of The Offer Deadline. Based On This Offer, The Client Has The Opportunity To Carry Out Negotiations With The Bidders And, If Necessary, Request Them To Submit An Improved Offer. The Client Reserves The Right To Award The Contract Without Negotiation After Evaluating The Initial Offers (See Section 17 Paragraph 11 Vgv). The Client Selects The Most Economical Offer For The Contract Based On The Evaluation Criteria Documented In The Tender Documents.
