Tenders are invited for Consultancy Service Open for Consulting firm in Lao PDR Assignment: To evaluate the implementation of the Laos Wood Processing Sector Export Roadmap (20212025) and develop an updated Wood Processing Sector Export Roadmap for the period 2026 2035. Project: ProFEB; Cost Center/WBS: G-011511-013, Output 01: (11151010000), G/L Account 51100000; Public Tender Ref. number: 10033897 Scope of Work: The consultant/expert will support the project in the following areas: Roadmap Evaluation: Assess the implementation progress and results of the 20212025 Roadmap and identify key gaps, constraints, and lessons learned. Sector & Industry Analysis: Analyse current sector conditions, including timber supply, processing capacity (company), and market dynamics. Regulatory & Institutional Review: Review the policy, regulatory, and institutional framework relevant to the sector. Stakeholder Engagement: Consult with relevant stakeholders to gather data and validate findings. Strategic Planning & Drafting: Draft an updated Roadmap based on the assessment and stakeholder feedback. Main Tasks: Refine methodology, prepare detailed workplan (based on workplan submitted for tender) Desk review of the roadmap, assess relevance of topics mentioned in the roadmap, identify needs for updates and gaps in the current content, desk review of implementation status, and results, evaluate relevance of activities; identify lessons learned Develop consultation approach (questionnaire, presentation, etc.) to access the current implementation of the roadmap, to identify new strategic objectives of the next phase, key activities to be conducted as well as key development in the sector to be considered in the updated roadmap; Conduct interviews with key stakeholders (government, private sector, CSOs, development partners, markets) Analyse assessment findings and information collected through interviews to draft an updated roadmap for 2025-2035, align it with national priorities, and Prepare a presentation and present the initial draft to GIZ ProFEB and relevant stakeholders.
