Construction Work – Kuopio Central Field Stadium. The City Of Kuopio Requests Applications For Participation In The Kuopio Stadium Project. The Procurement Procedure Is Carried Out As A Competitive Negotiation Procedure, Because The Procurement Unit Wants To Evaluate The Various Implementation Options And Solutions Available On The Market Before Determining The Final Procurement Solution. During The Procedure, The Procurement Unit Conducts Negotiations With Bidders, Specifies The Content Of The Procurement, And Can Phase Out Options And Participants. The Final Request For Tender Is Drawn Up Based On The Selected Or Refined Solution Based On The Negotiations. The Planned Stadium Project Includes The Realization Of A Stadium In Accordance With Uefa 4 Criteria (A Total Of 8,000 Covered Seats) As Well As The Business Premises To Be Built In Connection With The Stadium (Approximately 3,600 M²) With Associated Parking Solutions. The Stadium Building / Grandstand Facilities Will Be Owned By The City Of Kuopio And Their Implementation Will Be Done With A Private Contract. The Business Premises Will Be Privately Owned And The Implementation Responsibility Of A Private Operator. The City Of Kuopio Will Rent Sports Facilities (About 750 M2) From A Private Commercial Building With A Long-Term Lease. According To The Citys Preliminary Plan, An Operator For The Project Will Be Selected For The Cooperative Development Phase, During Which The Feasibility Of The Stadium Project Will Be Ensured. The Selected Operator Is Also Obliged To Implement The Business Space Complex At Least For The Spaces Rented By The City, As Well As For The Spaces According To Uefa4 Criteria, Which May Be Placed In The Business Space Complex. The Contract Includes, Among Other Things, Grandstand Structures, Renewal Of The Lighting, And Warm Indoor Spaces Serving Sports Use To The Extent That They Are Not Placed In Connection With Business Premises. In Addition, The Citys Goal Is That The Business Space Complex Realized By The Selected Operator Can Also Be Larger Than The Minimum Extent Described Above, But At Most About 4000 M2. The Parties Enter Into Contracts Concerning The Project, Which Include The Bidders Obligation To Carry Out The Commercial Premises Construction At Least On The Minimum Scale Described Above, When The Conditions For The Implementation Of The Stadium Project Have Been Met.
