Sep 2026 Intervention Sector(s): Agriculture, Labor & Livelihoods Remuneration range: > 6000 (USD) Duration of Contract: Consultancy Lebanon is facing a prolonged multidimensional crisis characterized by economic contraction, institutional fragility, increasing social vulnerability, and growing environmental and climate related pressures. Rural areas, including the governorate of Baalbek-Hermel, are particularly affected by the deterioration of agricultural livelihoods, land degradation, water stress, climate variability, and reduced income opportunities for farmers, women, youth, micro, small and medium enterprises, and other actors involved in local agricultural value chains. In this context, local civil society organizations play a critical role in supporting vulnerable rural communities, promoting sustainable agricultural practices, strengthening local livelihoods, and contributing to more resilient food systems. However, local CSOs often require sustained technical, organizational, and operational support to strengthen the quality, sustainability, and impact of their interventions. Solidarités International (SI), in partnership with Jouzour Loubnan (JL) and Farah Social Foundation (FSF), is implementing a three-year AFD-funded project in Baalbek-Hermel aimed at strengthening the capacities of local civil society organizations and rural communities to improve their resilience to economic, climatic, and environmental shocks. The overall objective of this consultancy is to assess the technical capacities of Jouzour Loubnan (JL) and Farah Social Foundation (FSF) in their respective areas of intervention, and to support SI in developing and following up on a tailored technical capacity-building plan for both partner organizations. The consultancy will follow a phased approach: In phase 1, the mission will focus on assessing the technical capacities of both organizations: For JL, the capacity assessment will focus primarily on their programming in agroforestry, agroecology, sustainable agriculture, environmental/agricultural practices. farmer accompaniment, and related For FSF, the capacity assessment will focus primarily on their programming in resilient livelihoods, agricultural value chains, MSME and cooperative support, women and youth economic inclusion, and related community-based livelihoods approaches. In phase 2, based on the capacity assessment findings, the consultancy will support the development of a capacity building plan for both organizations emphasizing horizontal learning. It will facilitate selected technical exchanges, networking opportunities, knowledge-sharing activities, and learning documentation between SI, JL, FSF, and relevant external stakeholders. For the pre-qualification stage, applicants are requested to submit the following documents: - Technical proposal, including the applicants understanding of the Terms of Reference; The proposed methodology and overall approach to implementing the assignment The proposed approach to the technical capacity assessment and development of the technical capacity-building plan The proposed coordination approach with SI, JL, FSF, and relevant external stakeholders The proposed approach to peer-to-peer learning, technical exchange, stakeholder engagement, knowledge management, and capitalization An indicative workplan and timeline A proposed level of effort, including an indicative number of working days by phase and key deliverable. - CV(s) of the proposed consultant(s), highlighting relevant experience in technical capacity assessment, capacity-building planning, peer-to-peer learning, agroecology, agroforestry, sustainable livelihoods, agricultural value chains, stakeholder engagement, knowledge management, capitalization, and/or multi-stakeholder coordination. - At least two professional references from similar assignments conducted in the past five years. - Samples of previous relevant work, where available, such as technical briefs, learning notes, capitalization documents, training materials, facilitation reports, knowledge products, technical guidance documents, workshop reports, or reports from similar assignments. - Company registration documents and ID of the owner or legal representative, if applicable.
