Tenders are invited for Physiotherapist / Physical Rehabilitation Specialist Service Location: Ramallah Terms of Reference (ToR) Physiotherapist / Physical Rehabilitation Specialist 1. Background The Treatment and Rehabilitation Center for Victims of Torture (TRC) is implementing activities aimed at improving access to essential health, rehabilitation, psychosocial and protection services for vulnerable and marginalized communities in the West Bank. As part of these interventions, TRC seeks to engage a qualified Physiotherapist / Physical Rehabilitation Specialist to provide professional physiotherapy and basic rehabilitation services to vulnerable beneficiaries, including children, women experiencing physical limitations, pain, mobility difficulties or functional impairments. The Physiotherapist will contribute to strengthening access to community-based rehabilitation services and will work closely with TRCs multidisciplinary team to ensure that beneficiaries receive appropriate, safe and client-centered support. 2. Position Information 3. Purpose of the Assignment The purpose of this assignment is to provide professional physiotherapy assessment, treatment and rehabilitation services to beneficiaries with identified physical and functional needs. The Physiotherapist will assess beneficiaries rehabilitation needs, develop individualized rehabilitation plans, deliver appropriate therapeutic interventions, monitor progress, and provide guidance to beneficiaries and caregivers on safe exercises, mobility and physical functioning. The assignment will contribute to a multidisciplinary and person-centered approach to rehabilitation, with particular attention to accessibility, dignity, confidentiality, safeguarding and the specific needs of vulnerable beneficiaries. In addition, the Physiotherapist will design and deliver a five-day practical training for six (6) community volunteers to strengthen their basic knowledge and skills in physical rehabilitation, safe movement, mobility support, home-based exercises, injury prevention and appropriate referral of beneficiaries with identified rehabilitation needs. 4. Scope of Work and Key Responsibilities The Physiotherapist will be responsible for the following: 4.1 Assessment and Rehabilitation Planning Conduct initial physical and functional assessments of beneficiaries referred for physiotherapy services. Identify rehabilitation needs, physical limitations, mobility difficulties, pain and functional challenges. Assess mobility, strength, balance, coordination and functional independence as appropriate. Develop individualized physiotherapy and rehabilitation plans based on each beneficiarys identified needs. Establish appropriate rehabilitation goals in consultation with beneficiaries and/or caregivers. 4.2 Physiotherapy and Rehabilitation Services Provide individual physiotherapy and rehabilitation sessions using appropriate, evidence-based techniques within the scope of professional practice. Deliver therapeutic exercises, including stretching, strengthening, mobility and functional exercises. Provide safe mobilization, positioning and movement support. Apply appropriate physical rehabilitation and pain-management techniques within professional scope. Support beneficiaries in improving mobility, strength, balance, coordination and functional independence. Adapt rehabilitation interventions according to age, functional capacity, disability and individual needs. Provide basic home-based exercise programs and practical self-care guidance to beneficiaries and caregivers. 4.3 Follow-up and Case Management Monitor beneficiaries progress through regular follow-up assessments. Review and adapt rehabilitation plans according to beneficiaries progress and changing needs. Identify cases requiring specialized medical, orthopedic or rehabilitation services and facilitate appropriate referrals. Follow established referral pathways and coordinate with relevant service providers when required. Maintain accurate and confidential records of assessments, sessions, progress, referrals and follow-up. 4.4 Community-Based and Outreach Activities Participate in outreach and community-based rehabilitation activities in targeted communities and camps when required by the project. Provide rehabilitation support in accordance with the accessibility and safety requirements of the outreach setting. Contribute to awareness activities for beneficiaries and caregivers on: Safe movement and mobilization; Physical activity; Injury prevention; Maintaining physical functioning; Appropriate home-based exercises and self-care. 4.5 Training of Community Volunteers The Physiotherapist will be responsible for developing and delivering a five-day practical training for six (6) community volunteers. The training should strengthen volunteers basic knowledge and practical skills to safely support beneficiaries in community and home-based settings. The training should cover, as appropriate: Basic principles of physical rehabilitation. Understanding common mobility and functional limitations. Safe movement, mobilization and positioning. Basic therapeutic exercises, stretching and strengthening. Supporting beneficiaries with mobility difficulties. Safe home-based exercises and self-care practices. Injury prevention and safe physical activity. Basic guidance on supporting persons with disabilities and functional limitations. Recognizing signs or situations requiring referral to a qualified health or rehabilitation professional. Appropriate communication, respect, confidentiality and person-centered support. Practical demonstrations and supervised exercises. The Physiotherapist will also: Prepare a simple training plan and schedule. Provide practical demonstrations and exercises. Facilitate interactive and participatory learning methods. Assess participants understanding and practical application of the skills covered. Provide basic training materials and practical guidance that volunteers can use during their community-based work. 4.6 Multidisciplinary Coordination Coordinate closely with TRCs psychosocial, protection and other relevant teams to ensure an integrated response to beneficiaries needs. Participate in case discussions, coordination meetings and multidisciplinary consultations when requested. Communicate relevant professional observations and recommendations to appropriate TRC team members while maintaining confidentiality. Support integrated referrals where beneficiaries present with physical, psychosocial, protection or other identified needs. Coordinate with community volunteers, when relevant, to ensure that rehabilitation support provided at community level remains safe and appropriate. 4.7 Documentation, Monitoring and Reporting Maintain complete, accurate and timely documentation of all physiotherapy-related activities. Record beneficiary attendance, sessions provided, rehabilitation goals, progress and referrals. Maintain appropriate records of the five-day volunteer training, including attendance and key training activities. Provide quantitative and qualitative information required for project monitoring. Provide information on training outcomes and participants engagement. Contribute to periodic and donor reports as requested by TRC. Immediately communicate any significant risks, safeguarding concerns or issues affecting service provision through the appropriate TRC reporting mechanisms. 5. Expected Deliverables The Physiotherapist is expected to deliver the following: Initial physical and functional assessments for beneficiaries referred for physiotherapy services. Individualized physiotherapy and rehabilitation plan according to identified needs. Regular individual physiotherapy and rehabilitation sessions. Appropriate home-based exercise and self-care guidance. Follow-up assessments documenting beneficiaries progress. Appropriate referrals for beneficiaries requiring specialized medical, orthopedic or rehabilitation services. Participation in community-based and outreach rehabilitation activities when required. Basic awareness and guidance sessions for beneficiaries and caregivers, where applicable. A five-day practical training program for six (6) community volunteers. Training materials and practical guidance covering basic physical rehabilitation, safe mobilization, positioning, exercises, injury prevention, self-care and referral. Practical assessment/feedback of the six trained volunteers understanding and ability to apply the basic techniques safely. Accurate and timely session records and beneficiary documentation. Monthly or periodic activity reports, as required by TRC and the relevant project. Contribution to project monitoring, evaluation and donor reporting requirements. 6. Qualifications and Experience Required Qualifications and Experience Bachelors degree in Physiotherapy, Physical Therapy or a related recognized field. Valid professional registration/licensing to practice in Palestine, where applicable. Minimum two years of relevant professional experience in physiotherapy or physical rehabilitation. Demonstrated experience in assessing and rehabilitating individuals with physical and functional limitations. Good knowledge of therapeutic exercises, mobility training, strengthening, stretching and basic pain-management techniques. Experience working with vulnerable populations is highly desirable. Experience in delivering practical training, health education or community-based capacity building is desirable. Good communication and interpersonal skills.
