Since 2002, Tbu Has Calculated How The Demographic Development Is Expected To Affect The Municipal Sectors Expenditure In The Coming Year. The Purpose Of The Calculations Is To Provide An Estimate Of What Income Growth Is Necessary To Continue The Municipal And County Services Offered As A Result Of The Population And Age Composition Changing From One Year To The Next.The Calculation Is Based On An Assumption Of Unchanged Standard, Degree Of Coverage And Productivity (Ie Unchanged Costs Per Inhabitant Within The Relevant User Groups). This Issue Was Discussed During The Previous Major Revision Of The Calculation Scheme. In Connection With This, A Project Was Carried Out For Tbu In 2015 Which Looked More Closely At How Much The Resource Effort Increases When The Number Of Users Increases, I.E. Marginal Costs And Proportionality Factors When The Number Of Users Increases.The Purpose Of The Assignment Is To Obtain Updated Estimates Of Marginal Costs In (County) Municipal Service Production. The Project Must Specifically Calculate Marginal Costs And Associated Proportionality Factors For Central Services In Each The Municipalities And County Municipalities. The Estimates Must Distinguish Between Marginal Cost In The Short Term (Given Capital Stock) And Long Term (All Input Factors Can Be Varied). The Purpose And The Issues To Be Elucidated In The Assignment Are Described In More Detail In Appendix 1.The Final Delivery Deadline For The Assignment Is 15 September 2027.The Acquisition Has An Upper Financial Limit Of Nok 1,000,000 Excl.
