Expression of Interest for Support CFSP Project Implementation in Luglow and Gobweyn, Kismayo The Promoting Climate Resilience in Food Security in Southern Somalia Project (CFSP), funded by the German Federal Ministry for Economic Cooperation and Development (BMZ), aims to reduce the vulnerability of food-insecure households by improving food availability, access to food and the use and utilisation of agricultural products, while strengthening resilience to climate-related risks. The project focuses on vulnerable communities in and around Kismayo, including farmers and IDPs in the Luglow and Gobweyn areas, with a particular focus on women and women-headed households. The current security situation in Kismayo and its surrounding areas presents significant challenges for project implementation. While Kismayo has enjoyed relative stability, the volatile security situation and restricted access to rural areas limit the ability of CFSP technical personnel to regularly travel to and monitor activities in the field. CFSP therefore intends to engage a local consulting firm/contractor to provide field support in Luglow and Gobweyn, ensuring continued monitoring, facilitation, community engagement and reporting of project activities. Call for Bids GIZ is seeking qualified consulting firm that will work closely with the CFSP technical team based in Kismayo and provide field-level support in the following areas: · Project coordination and reporting: Coordinate field activities, collect and consolidate information from the field, prepare reports in English, document success stories and facilitate communication between field teams and the CFSP technical team. · Agriculture and community mobilisation: Monitor and facilitate CFSP agriculture-related activities, support climate-smart agriculture interventions, mobilise farming communities and facilitate communication with beneficiaries. · Income generation and livelihoods: Support income-generation activities, engage with local entrepreneurs and community-based organisations, and provide training, mentorship and business development support to beneficiaries and small business owners. · Field monitoring and representation: Represent CFSP at community level and, when requested, attend meetings and functions in Kismayo on behalf of the project and report back to the CFSP technical team. The assignment will be implemented from 01 November 2026 to 30 April 2027. Tender Eligibility Criteria: Interested bidders MUST meet the following eligibility criteria requirements: 1. Commercial Eligibility · Average annual turnover of at least EUR 150,000 for the last three financial years Audited financial statements signed by the auditor and director(s) (2023, 2024, and 2025). · Demonstrate employment of at least 2 persons for the last three calendar years. 1. Technical Eligibility · Demonstrate relevant experience in implementing at least 2 Monitoring and Evaluation assignments and at least one in Jubaland, Somalia, in the last 36 months. · The bidder is expected to provide project references with a minimum commission value of EUR 60,000 1.
