Request for proposals for Design, Supply, Installation, Soundproof Partitioning, Testing, Commissioning and Training for a Digital Media Studio The National Leadership Academy (NLA) invites qualified firms, audiovisual integrators, studio design companies, media production technology firms, consortiums or specialist teams to submit proposals for the design, supply, installation, soundproof partitioning, testing, commissioning, training and handover of a Digital Media Studio at NLA in Kismayo, Jubaland State of Somalia. The assignment shall be delivered as a complete turnkey solution. The selected contractor will be responsible for transforming one large concrete room into a functional mid-range professional educational media production facility, with appropriate soundproof partitions, acoustic treatment, control room functions, podcast and interview sets, lecture recording capability, webinar and hybrid learning production capability, post-production workflow, furniture, branding, training and warranty support. NLA intends to use this RFP to obtain both technical and financial proposals from the market. Bidders are expected to compete on design quality, technical functionality, creativity, innovation, durability, ease of use, after-sales support and best value for money. The lowest price alone shall not determine award. 1. ## Background and Institutional Context The National Leadership Academy is a national institution established to support leadership development, public capacity building, ethical governance, institutional performance and professional learning. NLA delivers leadership programmes, learning sessions, institutional events and communication activities through in-person, blended and digital formats. As NLA expands its learning delivery through digital and hybrid approaches, the Academy requires an internal media production capability that can produce consistent, high-quality and reusable learning content. Dedicated studio lecture capture and media production facilities are increasingly used in higher education to create video resources for students, support online and blended learning, and reduce dependence on temporary recording arrangements. Dedicated spaces also improve consistency in audio, lighting, camera setup and post-production workflow.
