Expression of Interest for Data Collection for GROW Impact Evaluation Baseline Survey The WB research team is seeking to contract a survey firm to carry out the baseline survey for this impact evaluation. To support this evaluation, the IE team seeks to hire a qualified survey firm to implement recruitment and screening of eligible women entrepreneurs, administer the baseline survey, and support selected implementation activities for the formation and early facilitation of business networks. These activities are expected to be structured, time-bound, and implemented using protocols, scripts, and field materials provided or approved by the WB research team. The selected Firm will work under the GILs direct supervision and in close collaboration with the MGLSD and their service providers throughout all stages of planning, implementation, and data management. This Terms of Reference (TOR) is for assistance from a consultant (survey firm) in conducting activities for the baseline survey for this project. Interested firms should provide information demonstrating that they have the required qualifications and relevant experience to perform the service. The shortlisting criteria are: (i) skills in project management; (ii) capacity in field research, data management, and statistics, including brochures, description of similar assignments, experience in similar conditions, and availability of appropriate skills among staff; and (iii) strong quality assurance protocols, including interviewer supervision, logical validations, and back-checks.
