Prequalifications are invited for Construction of Concrete Kerb for 10km of Roads in Borama 1. Prequalification of Contractors for one year (Oct/2026 to Sept/2027) and 2. Bid for a fixed-price construction of concrete kerb for 10km of Roads in Borama 3. Background Borama Local Government is responsible for the development and maintenance of public infrastructure within Borama District. For October 2026September 2027, it plans to implement roads, drainages, schools, health posts, market shades, water kiosks, offices, and other public infrastructure projects. To support effective implementation, the Local Government intends to prequalify competent and experienced contractors for these works. The planned road works include approximately 10 km of reinforced conc. kerb along both sides of newly paved roads. The prequalification process will ensure the engagement of contractors with the necessary technical, financial, managerial, and resource capacity to deliver quality works in accordance with required standards. 4. Invitation to Bid Borama Local Government has secured funds for the construction of reinforced concrete kerb along both sides of 10km of paved roads in Borama, Awdal, Somaliland. For procurement and implementation purposes, the overall 10 km scope will be divided into separate road sections or phases. A bidder may be considered for one or more sections, subject to the Local Governments procurement procedures, available funding, the bidders capacity, and satisfactory performance. However, no contractor will automatically be awarded the full 10 km scope but the successful bidder will be awarded 2Km section contract and will be extended after a successful completion of the first work. The Local Government therefore invites qualified and experienced contractors registered in Somaliland to submit their documents for the prequalification and the bid for the above-mentioned work. 5. Tender Documents To assist bidders in preparing their Prequalification documents and the quotation, the following documents are provided and available as a Hard Copy in Borama Local Government especially the Office of Roads and Transport Department: a. Bill of Quantities (BOQ) of the Kerb for both sides of 1Km Road to be filled b. Drawings: Simple Drawing for the Kerb to be quoted c. Technical Specifications for the Concrete Kerb NB: During the Tender Documents Collection, the contractor should pay a bid collection fee of $50.00 and attach the payment Voucher with the tender documents to be submitted. 6. Documents Required with the Bid for Prequalification I. Mandatory Legal Documents Bidders must submit the following valid documents: a. License Certificate from the Ministry of Public Works, Land and Housing b. Current Tax Clearance Certificate/Letter from the Ministry of Finance c. Valid Borama Municipality Registration Certificate II. Other Required Documents Bidders shall also submit: a. Well-organized Company Profile as a Book b. Evidence of relevant past experience, including similar completed projects, contracts and/or completion certificates c. Proposed Key Personnel, including their qualifications and relevant experience d. List of available construction equipment relevant to the works e. Evidence of financial capacity, including an updated bank statement f. Proposed Work Plan/Work Programme g. Completed, signed and stamped BOQ/Quotation h. Payment Voucher showing that the contractor paid the bid collection fee ($50) i. Signed declaration confirming that all information submitted is true and correct. How to apply Submission of Bids Completed bids with all the required documents shall be submitted in hard copy to Borama Local Government Especially the Department of Roads and Transport Office not later than: on Tuesday 29/09/2026 at 10:00Am. 6. Important Tender Condition The tendered price shall be based on the concrete kerb constructed along both sides of the 1Km paved road section. The Contract of each 2km road section shall be treated as a separate package and shall be measured and paid in accordance with the BOQ, drawings, technical specifications, and the terms of the individual contract.
