Request for proposals for Provision of Shadow Teacher Competency-Based Training (CBT). Closing Date: Monday, 21. About MDSFMichel Daher Social Foundation (MDSF) is a Lebanese non-profit organization dedicated to improving the lives ofvulnerable individuals and communities in Lebanon. Through its four pillarsHealthcare and Social Wellbeing,Human Empowerment and Education, Economic Development and Livelihoods, and Resilient Communities andSustainabilityMDSF promotes resilience, sustainability, social stability, and economic inclusion by addressing theneeds of individuals, communities, and local enterprises. B2. Project ContextMDSF is implementing the Employability and Empowerment of Youth in Crisis Project, funded by UNICEF, tosupport marginalized and vulnerable youth through vocational skills development and pathways toward employmentand economic inclusion.The project targets 75 highly vulnerable youth aged 1625, including Lebanese and non-Lebanese youth, with aparticular focus on those who are out of school and unable to return to formal education.Through a structured pathway of engagement, Competency-Based Training (CBT), practical skills development, andemployment transition, the project aims to strengthen participants employability and facilitate their transition towardsustainable employment and economic inclusion. B3. Objective of the AssignmentThe objective of this assignment is to design and deliver a 125-hour Shadow Teacher Competency-BasedTraining (CBT) program for approximately 20 participants.The program shall combine theoretical instruction and practical, hands-on training to equip participants with theknowledge, practical skills, and market-relevant competencies required to work effectively as Shadow Teachers andclassroom support personnel in schools, educational centers, and other learning environments. The training shall focus on supporting children with diverse learning and educational needs, promoting theiracademic and social inclusion, and assisting them in adapting to classroom environments.Key competency areas shall include, but not be limited to: Child development; Learning and developmental difficulties; Inclusive education; Individualized learning support; Classroom and behavior management; Communication skills; Observation and reporting; Safeguarding and child protection; Professional ethics and boundaries; and Appropriate roles and responsibilities of a Shadow Teacher. The training shall emphasize that the Shadow Teacher works under the guidance of relevant educationprofessionals and supports the childs independence, participation, peer interaction, and inclusion, rather thancreating dependency on the Shadow Teacher. B4. Scope of Work / DeliverablesThe selected Service Provider shall be responsible for the following:1. Curriculum Development Develop a detailed competency-based training plan and session outlines covering a total of 125 training hours. Develop a practical Shadow Teacher CBT curriculum adapted to the participants different skill, knowledge, and learning levels. Ensure that the curriculum covers the core competencies required to effectively support children with diverse learning and educational needs. Prepare lesson plans, demonstrations, practical exercises, simulations, assignments, and training materials. Integrate professionalism, employability skills, occupational health and safety, safeguarding, and appropriate professional conduct throughout the training. Introduce participants to common learning, developmental, behavioral, and communication needs, including autism spectrum disorder, ADHD, learning difficulties, intellectual disabilities, and related support approaches, without undertaking diagnosis. 2. Training Delivery Deliver the Shadow Teacher CBT program to approximately 20 participants, with each participant completing 125 training hours. Apply a hands-on, competency-based approach combining: Demonstrations; Guided practice; Individual and group exercises; Simulations; and Practical assignments. Provide participants with practical exposure to: Classroom support techniques; Individualized learning support; Behavior management; Communication with children; Observation and reporting; and Inclusive education practices. Train participants in appropriate prompting and fading techniques that support childrens independence, participation, peer interaction, and inclusion while avoiding over-dependence on the Shadow Teacher. Adapt the training methodology, content, and pace according to participants different skill, knowledge, and learning levels. Promote professional standards related to punctuality, communication, teamwork, confidentiality, safeguarding, professional ethics, appropriate boundaries, and responsible behavior in educational settings. 3. Assessment and CertificationThe Service Provider shall: Conduct pre- and post-training assessments to measure participants progress and acquisition of Shadow Teacher competencies. Continuously assess participants through practical exercises, skills demonstrations, simulations, assignments, and attendance. Assess participants ability to apply: Inclusive education principles; Classroom support techniques; Individualized learning approaches; Behavior management strategies; Safeguarding practices; and Professional standards in educational settings. Maintain accurate records of attendance, assessments, progress, and training completion. Provide relevant documentation required to support certification, where applicable under the program requirements. 4. Support for CFW Placement and Employability LinkagesThe Service Provider shall coordinate with MDSF to identify potential Cash for Work (CFW), practical placement,and/or employment opportunities and facilitate referrals to relevant: Schools; Educational centers; Educational institutions; Child support settings; and Other appropriate learning environments. Final participant selection and placement shall remain subject to MDSF procedures, participant eligibility, and theavailability of suitable opportunities.The Service Provider may be required to: Identify potential placement opportunities; Facilitate introductions; Share relevant institutional/employer contacts; and Support participant referrals and matching in coordination with MDSF. 5. Reporting and CoordinationThe Service Provider shall: Coordinate closely with the MDSF Project Manager and relevant program staff throughout implementation. Provide required training, attendance, assessment, and progress records. Document challenges, achievements, success stories, lessons learned, and recommendations. Promptly communicate any significant implementation issue, safeguarding concern, attendance issue, or delay to MDSF. 6. Safeguarding, PSEA and Monitoring The Service Provider and assigned trainer(s) shall comply with MDSF and UNICEF safeguarding, Prevention of Sexual Exploitation and Abuse (PSEA), Code of Conduct, and related protection requirements. The Service Provider shall maintain a safe, respectful, inclusive, and child-sensitive learning environment. The Service Provider shall facilitate reasonable access to the training site, activities, and relevant records for MDSF and/or UNICEF monitoring, verification, and quality assurance purposes. B5. Key DeliverablesThe Service Provider shall deliver the following key outputs:1. Detailed Shadow Teacher CBT curriculum covering 125 training hours.2. Training materials and detailed session/training plan.3. Training delivery for approximately 20 participants.4. Pre- and post-training assessment results.5. Attendance, assessment, and training completion records.6. Final training report, including achievements, challenges, lessons learned, success stories whereapplicable, and recommendations.7. Support in identifying suitable CFW, practical placement, and/or employment opportunities andreferring participants to relevant schools, educational centers, institutions, or other appropriate learningsettings, in coordination with MDSF. B6. Duration of the AssignmentThe assignment shall comprise 125 training hours per participant for approximately 20 participants.The training shall be delivered over 32 training days during the period from October 2026 to December 2026,according to a schedule agreed with MDSF.The detailed training schedule shall be proposed by the Service Provider and finalized in coordination with MDSF,taking into consideration participant availability and program requirements. B7. Qualifications and ExperienceThe Service Provider/Trainer(s) shall demonstrate the following minimum qualifications and experience: Minimum 3 years of relevant professional experience in education, special education, inclusive education, child development, educational support, and/or related vocational training. Strong practical expertise in inclusive education, learning difficulties, classroom support, behavior management, and individualized learning support. Demonstrated experience in delivering Competency-Based Training (CBT) or practical vocational training is highly desirable. Previous experience working as a Shadow Teacher, Special Educator, Learning Support Assistant, or in a similar educational support role is considered an asset. Previous experience working with youth and/or vulnerable participants is considered an asset. Excellent communication, facilitation, practical demonstration, coaching, and mentoring skills. Ability to support the identification and referral of suitable CFW, practical placement, and/or employment opportunities in coordination with MDSF. Ability to deliver the assignment in accordance with the agreed training schedule and coordinate effectively with MDSF. B8.
