Sep 2026 Intervention Sector(s): Gender issues, Research & Studies Remuneration range: > 6000 (USD) Duration of Contract: 2 Months About the project Plan International is implementing the regional project Building Bridges: Improving Living Conditions in Lebanon and Syria by Strengthening Resilience, Inclusion and Transitional Development funded by the German Federal Ministry for Economic Cooperation and Development (BMZ) under its Transitional Aid (ÜH) mechanism, in partnership with three partners. The project is designed as a regional intervention that responds to the interconnected realities faced by refugees, internally displaced persons, returnees, host communities, and other vulnerable groups across both countries. It combines protection, resilience, livelihoods, social cohesion, and partner capacity strengthening to reduce long-term dependence on aid and support more sustainable, inclusive recovery pathways. The project supports women inclusion in non-traditional, better-paid vocational education and training (VET) programs to challenge existing power structures. It integrates protection (including gender-based violence, child protection, and psychosocial support), livelihoods, food and nutrition security, disaster risk reduction, peaceful and inclusive coexistence within a broader framework focused on gender equality and resilience building. People with disabilities are also disproportionately excluded due to inaccessible infrastructure and social stigmatization. The project adopts a gender-transformative approach aimed at changing patriarchal norms, empowering women, and including people with disabilities. Further assessment using tools such as the Washington Group Short Set is planned during the initial phase. To ensure effective programming and long-lasting impact, Plan International is aiming to conduct Rapid Gender Analysis in Syria and Lebanon in order to identify specific needs, barriers, aspirations, and key gender norms that perpetuate discrimination. The rapid gender analysis will be followed a mix methodology (quantitative and qualitative) to complement the existing data and obtain more in-depth understanding of the current situation and in specific challenges and issues facing adolescents and young adults. 3. Objectives and methodology Objectives: The rapid gender analysis identifies the pressing priority needs, barriers, risks, and key discriminatory gender norms affecting girls and young women in all their diversity, including those who are living with disability, in Syria and Lebanon. The findings of the RGA will directly inform the integration of a gender-transformative approach across all project outputs. The RGA will cover What gender norms and power dynamics influence girls and young womens economic participation, decision-making, meaningful engagement, peaceful and Inclusive coexistence? How community and institutions can promote gender equality, social inclusion and resilience of girls and young women including those with disabilities? What are the major protection risks, including gender-based violence risks and child protection risks, affecting girls and young women including those with disabilities? To what extent are infrastructure and services being safe, accessible, inclusive, and responsive to the different needs of girls and young women, including those with disabilities? What gender and age barriers limit girls and young women access to non-traditional, higher-paying vocational training and employment opportunities, and what entry points exist to improved girls and young women economic participation in the project locations? How do infrastructure, information delivery, and social stigmatization limit the participation of adolescent girls, young women, and persons with disabilities in disaster risk reduction (DRR), and preparedness planning programs? Expected qualifications of consultant The Consultant/Consulting firm should have the following competencies and qualifications: Minimum 7 years of experience undertaking gender analysis and gender studies in Lebanon, Syria and similar contexts. Minimum Masters Degree in social studies, international development, public health, economics, livelihoods, protection, gender studies, monitoring and evaluation, or another relevant field. Background and experience in gender and inclusion, protection, livelihoods, resilience, youth programming, social cohesion, and disability inclusion. Demonstrated experience facilitating research with participatory methods and tools 5 years of experience in field-level data collection and qualitative research in similar types of studies. Competency in managing, organizing, and interpreting qualitative data and information Capabilities to work in Arabic and English languages Experience working with vulnerable groups, including children with disabilities Relevant experiences in one or more of the thematic areas relevant to this project, including resilience, livelihoods, economic participation, social cohesion, protection, disability inclusion, and gender equality. The consultant should be able to analyze the links between these sectors in crisis-affected settings. Good data analysis and analytical report writing skills. Excellent written and verbal communication skills in Arabic and English. Ability to communicate effectively with a range of different stakeholders 7.
