Expression of Interest for Transport Poverty Hub Website and Dashboard: Design and Development of a Geospatial Dashboard and Website to Identify and Monitor Transport Poverty Indicators in the EU. Start date for expression of interest: 11/09/2026 Europe/Brussels Deadline for expression of interest: 29/09/2026 03:29 Europe/Madrid Description: The aim of this contract is to design and develop a new Transport Poverty Hub website, a web platform dedicated to the analysis and visualisation of transport poverty indicators across the European Union (EU). The platform will strengthen the capacity of the Joint Research Centre (JRC) to monitor and evaluate transport accessibility, availability, and affordability, thereby informing effective policymaking and stakeholder engagement. Transport poverty is defined in Article 2(2) of Regulation (EU) 2023/955 establishing the Social Climate Fund, and Member States are required to address it in their Social Climate Plans; the Hub will make the corresponding evidence base publicly available. The new Transport Poverty Hub will feature a user-friendly interface equipped with advanced geospatial data visualisation tools, enabling the exploration of transport poverty indicators at various scales, from neighbourhood to regional and national level. The platform will support interactive dashboards, dynamic map features, and downloadable reports generated by the platform, allowing users to conduct high-resolution analyses on the different transport access modes (walking, cycling, driving, public transport) and socio-economic factors affecting transport equity. The development involves implementing a robust architecture designed for supporting EU official languages, together with a data model and interface designed to accommodate the progressive extension of geographical coverage to all EU Member States and the inclusion of multiple geospatial indicators. The contract also covers the creation of modular components aligned with the EUs eUI design standards, designed for reusability across other JRC platforms and for consistency with other European Commission (EC)s data initiatives and web presence. By engaging external expertise, the JRC draws on professional web development and geospatial design capacity not available in-house, for a public web platform that will bring EU transport poverty analysis to policymakers and citizens. All results produced under the contract, including source code, methodologies, and documentation, will be owned by the EU, with pre-existing and third-party materials licensed as necessary; components will be built to EU design standards and reused across other JRC platforms as needed.
