Tenders are invited for Internet Services Terms of Reference (TOR) for the provision of internet services to multiple Samaritans Purse sites within South Sudan in 2027 Main Objective Samaritans Purse (SP) considers that fast and reliable internet connectivity will contribute to a more productive workforce that will result in an efficient and effective delivery of programs and services. This document outlines a framework for Samaritans Purse to engage with an Internet Service Provider (ISP) that will meet this need effectively. Specific Objectives The Internet Service Provider (ISP) shall be expected to: 1. Provide the hardware needed to deliver the internet service as specified in the Request for Quotation (RFQ) for each site 2. Install, configure and commission the equipment needed to optimally deliver the internet service up to the agreed demarcation point 3. Provide the internet service as per the capacity specified in each RFQ 4. Proactively monitor the internet connection and take corrective action when needed 5. Provide equipment and capacity upgrades when needed 6. Provide timely and accurate bills for the internet service as per the agreed payment terms 7. Decommission the internet connection when needed as per the contract for the provision of the internet service for each site Technology for the last mile connectivity Samaritans Purse operates multiple sites across South Sudan. As of the date of posting this TOR document, the following locations would be served with internet services in 2027: 1. Juba 2. Thaker 3. Ajuong Thok 4. Bentiu 5. Malakal 6. Aweil 7. Bor The Internet Service Provider shall propose the best last-mile option for each location to deliver the requested capacity for each location, cost-effectively, without compromising on the quality of service. Both terrestrial and satellite connectivity options shall be considered for each location. For VNO services, the service provider shall provide all required equipment, including the BUC, LNB, and modem. Quality of Service The target quality of service shall be: 1. 99.9% uptime on the part of the Internet Service Provider 2. 24-Hour customer service 3. 2-Hour response time in Juba when on-site support is needed 4. 24-Hour response time for sites outside Juba if on-site support is needed 5. Quick turnaround time for hardware replacements, when needed Pricing Pricing shall be agreed upon at the beginning of the effective period and the Internet Service Provider shall maintain the agreed prices throughout the Effective Period. The internet capacity shall vary from site to site. The service provider shall be required to provide tiered prices, for each last-mile technology, as follows: 1. 1 10Mbps 2. 11 20Mbps 3. 21 50Mbps 4.
