Evaluation Consultancy Services – The Purpose Of The Contract Is To Provide The Service To The Regional Management Authority Of Castilla Y León Of Thematic Evaluations During The 2026 And 2027 Annuities.. In Compliance With The Principles Of Necessity, Suitability And Efficiency Established In Article 28 Of The Lcsp, The Nature And Extent Of The Needs That Are Intended To Be Covered By The Execution Of This Contract Fall Within The Scope Of The Functions And Powers Attributed To This Management Center, Precisely Determining The Suitability Of The Object And Content Of The Contract In The Technical Prescription Document. The Contract Aims To Respond To The Need To Comply With The Provisions Of Article 3.2.A Of Royal Decree 1046/2022, Of December 27, Which Regulates The Governance Of The Strategic Plan Of The Common Agricultural Policy In Spain And The European Agricultural Funds Eagf And Eafrd (Hereinafter, Royal Decree 1046/2022), Which Stipulates That The Regional Management Authorities, Responsible For The Management And Execution Of The Pepac In Their Territorial Scope, Will Participate In Relation To The Evaluation Plan And The Ex Post Evaluation, In The Establishment Of The Pepac Evaluation Plan And In The Monitoring And Evaluation Tasks That Correspond To Their Area Of ​​Competence, Reporting Their Development And Results To The Management Authority Of The Strategic Plan. Such An Evaluation Must Necessarily Be Carried Out By Functionally Independent Experts, As Required By Article 140 Of Regulation (Eu) 2021/2115 Of The European Parliament And Of The Council Of 2 December 2021 Laying Down Rules In Relation To Support For The Strategic Plans To Be Drawn Up By Member States Within The Framework Of The Common Agricultural Policy (Cap Strategic Plans), Financed From The European Agricultural Guarantee Fund (Eagf) And The European Fund. Agricultural Rural Development (Eafrd), And Which Repeals Regulations (Eu) No. 1305/2013 And (Eu) No. 1307/2013. Therefore, It Is Necessary To Carry Out The Corresponding Tender By This Ministry So That By A Team Of Independent Evaluators Who Are Experts In The Matter, Because Currently The Ministry Of Agriculture, Livestock And Rural Development Lacks This Type Of Human Resources Within Its Staff, It Can Carry Out The Necessary Functions To Carry Out This Type Of Work And With The Necessary Knowledge To Be Able To Carry Out The Thematic Evaluations Within The Framework Of The Pepac Strategic Plan In The Territorial Area Of ​​Castilla Y León. In Compliance With The Provisions Of Article 3.2 Of Decree 23/2025, Of December 30, Which Regulates The Conditions Of The Extension Of The General Budgets Of The Community Of Castilla Y León For 2024 In The Fiscal Year 2026, It Is Stated That The Contract That Is Proposed To Be Initiated Is Considered A Continuation Of The Cap Strategic Plan Approved On August 31, 2022 By The European Commission.
