Its Beirut branch conducts research on social, political, economic, environmental, and media issues, with the aim of supporting evidence-based research and policymaking and fostering cooperation with national, regional, and international institutions. Within the framework of this collaboration, ACRPSBeirut is contributing its research and policy expertise to support the methodological review and further development of the Social Protection Monitor. The Arab NGO Network for Development (ANND) is an independent, democratic, and civil network established in 1997, with the aim of strengthening and empowering civil society and promoting the values of democracy, respect for human rights, and sustainable human development in Arab countries. Its work is grounded in the principles of the International Bill of Human Rights, including respect for the freedom and dignity of individuals and peoples, pluralism, the equitable distribution of wealth, the preservation of the regions cultural heritage, and the advancement of local communities development priorities. ANND consists of 9 national networks and 23 NGOs operating in 12 Arab countries. ANNDs work is organized according to three main areas: Strengthening the capacity and the role of CSOs in advocacy and lobbying in the field of economic and social policy- making in the Arab region; Strengthening the spaces available for CSOs participation in economic and social policymaking at the national, regional, and international levels; Promoting and developing the knowledge materials available in the Arab region related to the role of civil society. The Arab NGO Network for Development (ANND) seeks to refine the indicators of its Social Protection Monitor and Index to properly track and assess the adequacy and effectiveness of social protection systems in Arab countries from a human-rights perspective. A central component of the Monitor is the Social Protection Index, a framework of indicators designed to assess of different dimensions of national social protection systems using standardized indicators and measurements, enabling both cross-country comparison at a regional level and comparison over time within a individual countries. A first version of the methodology and index has been developed by ANND, covering the relevant themes, individual indicators, sub-indicators or variables, and proposed calculation methods. However, it requires further technical and statistical review and validation before being applied by the network of national observatories and used to produce comparable national and regional outputs. In this context, ANND, in collaboration with ACRPSBeirut, seeks to engage a statistician to undertake a technical review of the methodology and indicator framework and support the further development of a statistically sound, practically feasible, and user-friendly Social Protection Index. Overall Aim: To conduct a technical review of the Social Protection Index (SPI), including its methodology, indicators, and variables; propose necessary revisions to the indicators while ensuring the feasibility of the data collection methods; and develop the full metadata for the index and its indicators. The consultant is expected to carefully review the methodology developed by ANND and develop a thorough understanding of its underlying logic and guiding principles, ensuring its alignment with ANNDs objectives and the broader research and policy objectives of the collaboration with ACRPSBeirut. Based on this review, the consultant will propose any necessary enhancements or modifications to strengthen the methodology. The consultant is also expected to ensure that the final output is user-friendly, accessible, and suitable for use by civil society actors in their advocacy efforts to promote policy change. The consultant will work in coordination with ANND and ACRPSBeirut throughout the assignment. Specific Objectives: Review the methodology and propose any necessary enhancements or modifications. Review the main themes and dimensions used to structure the SPI and identify any important missing dimensions or subdimensions. Assess whether the indicators are logically and comprehensively grouped under the relevant themes and dimensions, and identify any thematic gaps or overlaps. Review each indicator, including its underlying concept, definition, and rationale for its inclusion in the framework. Review the proposed evaluation and measurement methods for each indicator, including the data sources, units of measurement, and scoring methodology. Assess whether the scoring and weighting methodology for the overall index and for each indicator is statistically valid and practically feasible to implement. Assess the balance between quantitative and qualitative sub-indicators within each theme and across the index as a whole, and advise on whether this balance is appropriate, including recommendations on how qualitative sub-indicators should be scored, weighted, and aggregated alongside quantitative indicators. Identify indicators that are redundant, overlapping, or unlikely to be practically calculable, and propose appropriate revisions, replacements, or removals. Ensure the effective integration of a gender perspective throughout the index and its indicators, and review and propose adjustments to better capture the gender dimension of social protection systems. Propose and validate an improved methodology for aggregating indicators and sub-indicators into thematic scores and, ultimately, into the overall Social Protection Index. Develop a comprehensive and detailed metadata (including computation method, disaggregation, treatment of missing values, regional aggregates, data sources/availability/providers/compliers) for the index and each of its indicators. Scope of Work: The statistician will assess the methodology, the SPI, and each indicator to determine whether they adequately capture and reflect the intended themes. The review will cover the full indicator matrix developed by ANND and taken forward withing the framework of its collaboration with ACRPS-Beirut, including the dimensions, indicators under each theme, associated sub-indicators and variables, data sources, and proposed calculation methods. The consultant will work closely with designated focal points from ANND and ACRPSBeirut, including through technical consultations as required during the review process. For each indicator, the statistician will be expected to assess the following elements: Definition and construction of the indicator (formula and scale) Type: quantitative or qualitative, and if qualitative, how it is intended to be scored Data source(s) and whether the required data are realistically available across the participating countries Frequency of data collection/update and comparability over time Statistical soundness of the calculation method Fit within its assigned theme, and coherence with the human-rights approach of the Monitor Practical risks to data collection or calculation at partner level The review should result in an annotated indicator matrix (building on ANNDs existing matrix) flagging each indicator as, for example, "retain as is," "retain with modification," "replace," or "remove," together with the reasoning and suggested revised wording/formula where applicable. Particular attention should be given to ensuring that the final framework delivers an appropriate balance between statistical robustness, regional comparability, data availability, and practical usability by civil society organizations and national observatories. Deliverables: 1- Technical Report including: Thematic Assessment Qualitative and Quantitative sub-indicators Scoring Evaluation Feasibility Recommendations Annotated indicator matrix, including the recommended treatment of each indicator and the rationale for any proposed modifications. 2- Detailed Metadata for all indicators.
