Expression of Interest for Project Management and Technical Supporting Consulting Services. The consulting services (the Services) include: (1) Engineering Management: Providing guidance and inspection for resident supervision work; reviewing engineering quantities, design changes, acceptance materials at various stages, and all types of withdrawal and disbursement document; reviewing the construction organization design, construction schemes, and special construction process measures of the construction unit; assisting in addressing issues related to quality, safety, progress, and cost control during construction and proposing remedial measures; participating in key milestone acceptances and on-site construction inspections. (2) Technical Consultation: Reviewing construction drawings and major technical issues, and provide reasonable recommendations; providing consultation, guidance, and review services for the preparation of the technical sections of bidding documents, with appropriate integration of environmental mitigation measures. (3) Procurement and Contract Management: Providing recommendations on project procurement and reviewing procurement documents; assisting the PMO and PIUs in reviewing bid evaluation reports and contract texts, and assisting in contract negotiations; reviewing contract change applications, budgets, project statements, and other contract implementation documents; Developing contract management manuals suitable for construction; assisting the PMO and PIUs in controlling the quality, cost, and progress of contract implementation, and promptly identifying and addressing related issues, claims, and disputes. (4) Financial Management: Assisting the PIUs in understanding and mastering the projects financial and accounting systems; establishing and improving the financial management system; preparing project financial plans and consolidated financial statements and reports; assisting the PIUs in processing withdrawal and disbursement; strengthening the management and supervision of project engineering expenditures and costs; assisting the PIUs in annual audit work. (5) Monitoring and Evaluation: Assisting in updating the projects Environmental and Social Management Plan (ESMP); guiding the PIUs in carrying out relevant environmental and social actions; tracking and monitoring the implementation status of environmental and social measures, the implementation status of Lingyuan resettlement, and the implementation status of Anshan dredging; assisting the PIUs in collecting and investigating relevant outcomes and output indicators. (6) Training: PDeveloping training materials; providing comprehensive training to relevant management and technical personnel of the PIUs, local government departments, design institutes, and contractors on project management, engineering management, contract management, bidding and procurement, financial management, and environmental and social safety management. (7) Reporting: Preparing and submitting the inception report (in both Chinese and English), monthly on-site inspection reports, semi-annual and annual progress reports (including annexes monitoring the implementation status of environmental and social measures), semi-annual and annual consolidated financial statements and reports, Lingyuan resettlement monitoring reports, mid-term adjustment reports (if any), completion reports, audit rectification reports, etc. The consulting service is expected to commence in October 2026 and continue through the project implementation period of approximately 44 months until June 2030, providing a minimum input of 130 person-months of key experts.
