Tenders are invited for Terms of Reference Consultant Firm for Pre-Feasibility Study on the Expansion of Luang Mè Oncology Hospital (Cambodia) to Assess Delivery and Financing Options To support these objectives, the Royal Government of Cambodia (RGC) is exploring the expansion of Luang Mè Hospital (LMH), a key public healthcare institution, to enhance its oncology service capacity and overall clinical infrastructure. The proposed expansion will be assessed in line with the extant and relevant standard operating procedures (SOPs) laid down by the RGC with the aim of improving service quality, ensuring longterm sustainability, and mobilizing private sector participation in Cambodias health system. The Project Definition Study will assess a range of potential delivery and financing models that could be used to implement the expansion, including publicly financed delivery and models that involve private sector participation through appropriate allocation of risks and responsibilities. Any such participation would be structured in a manner consistent with public ownership of the hospital and Government policy objectives. The final choice of delivery model rests solely with the Government. Following a request from LMH and in coordination with the Ministry of Health (MoH) (individually, the Client and collectively, Clients), AIIB is seeking to support the Government in the project definition study and assessment of the expansion of the Luang Mè Hospital (Project). This support will include the evaluation of feasible financing and delivery options, in accordance with the RGCs applicable frameworks and multi-criteria analysis. As part of this support, a pre-feasibility study will be commissioned to assess the Projects technical, financial, economic, legal, environmental, and social viability. The Global Infrastructure Facility (GIF) grant will be used to undertake the overall assignment. The GIF, a G20 initiative, is a global collaboration platform that integrates efforts to boost private investment in sustainable, quality infrastructure projects in developing countries and emerging markets. AIIB, as GIFs technical partner and as requested by LMH, will execute the grant. Project Description Cancer is a major and growing public health challenge in Cambodia, with an estimated 19,795 new cases and 13,799 deaths in 2022. Access to oncology services remains limited, leading to long waiting times and a high number of patients seeking treatment abroad. The Government has therefore prioritized strengthening cancer care infrastructure under the National Cancer Control Plan (NCCP) 20252030, launched by the Prime Minister in 2025. LMH, located in Phnom Penh, Cambodia, is being transformed into one of the countrys largest specialized cancer treatment centers. Previously a general/maternity hospital, it was upgraded and repurposed in 2024 into a dedicated oncology facility as part of the governments national efforts to strengthen cancer care. LMH currently has around 200 oncology beds, which is insufficient to meet national demand. The proposed Project would expand capacity by an additional 100 beds and support the delivery of comprehensive cancer services, including advanced nuclear medicine facility including PET scan, SPECT-Scan (Brain scan and bone scan) etc. The expansion of LMH aligns with the Governments broader objectives under the Pentagonal Strategy Phase I (20232028). By expanding oncology services, the Project aims to improve survival outcomes, enhance treatment quality, reduce treatment delays, and ensure equitable access to highquality cancer care. Objectives of the assignment As an initial step in AIIBs support for the Clients, AIIB is seeking to engage a firm (Consultant) on a shortterm basis to support the Royal Government of Cambodia and Luang Mè Hospital in defining the Project and assessing its technical, financial, economic, institutional, legal, environmental, and social feasibility. This includes identifying and comparing feasible delivery and financing models for implementing the Project, with a view to improving service quality, achieving efficiency gains through appropriate risk allocation, and ensuring longterm fiscal and operational sustainability. Based on their expertise, market insight, desktop research, site visit(s), and stakeholder engagements, the Consultant is expected to assist AIIB by conducting the following activities: Reconciling the Governments objectives for this Project with national healthsector priorities. Assessing the institutional, regulatory and legal frameworks governing the potential delivery and financial modalities. Conduct market analysis, including supply & demand estimates, affordability, and willingness to pay considerations. Providing an overview of potential delivery and financing models and their potential constraints, employing multi-criteria analysis. Analyze various models of private sector participation in delivering infrastructure projects within Cambodia in general, and health sector in particular, as well as potential interest of private sector to participate. Evaluating the current condition and operational capacity of the LMH and outlining a preliminary technical scope for the proposed expansion. Defining the proposed service scope and outline functional requirements and key performance indicators for a modern oncology facility. Providing estimates of the potential cost of implementing the Project and identifying potential cost recovery strategy and determining indicative revenue stream. Conducting an initial Social and Environmental screening consistent with AIIB guidelines and highlighting key risks and opportunities. Preliminarily assessing climateresilience needs for hospital infrastructure, including design considerations for extreme weather, energy efficiency, and resilient utilities. Identifying opportunities for complementary services or ancillary facilities that could enhance Project viability (e.g., diagnostics, pharmacy, training facilities).
