Request for proposals for Climate Funding Consultant Roster (For Syrian Nationals only) Closing Date: 30 Sep 2026 Type: Consultancy CRS Request for Proposal RFP#2019728 Dear Sir/Madam, Subject: Request for Proposal: Catholic Relief Services (CRS) is the official international humanitarian and development agency of the United States Conference of Catholic Bishops. Founded in 1943, CRS works in more than 100 countries to save lives, alleviate poverty, and help communities build resilience and sustainable livelihoods. Guided by Catholic social teaching, CRS partners with local organizations, governments, faith-based institutions, and communities to deliver programs in emergency response, health, agriculture, education, peacebuilding, and economic development, serving people based on need regardless of race, religion, or nationality. Objective: As part of the global support provided to the government in Syria, CRS is seeking to establish a roster of consultants with expertise in climate change and adaptation, as well as strong local knowledge and experience in the region, to support the design and implementation of its climate strategy and develop a specific, well-substantiated program design for Green Climate Fund (GCF) and other climate-related financing opportunities. Assignments may include program design and proposal development, research and assessments, training and capacity strengthening, and strategic technical advisory support. Specific tasks will vary depending on the assignment and may include literature reviews, research and analytical studies, technical guidance, learning products, proposal development support, and the implementation of climate-related initiatives. Technical coverage: This consultancy includes experts in the following thematic areas: Watershed Management Forest conservation and protection Nature based solutions Climate Smart Agriculture Climate Finance and Resilient Investment Climate Mitigation Climate and Disaster Risk Insurance Climate resilience and improved risk management Note: The full technical details can be found under The SOW Annex.1 Consultant Qualifications and Competencies as illustrated in the Annex.1 SOW Advanced degree (masters or higher) in environmental science, natural resource management, water resources engineering/management, climate change, agriculture, or a related field. Arabic fluency required; strong professional English also required for coordination with global CRS technical advisors and donor engagement. A minimum of 7 years of relevant professional experience in climate change adaptation, natural resource management, integrated water resources management, and/or related areas (e.g., DRR/EWS, coastal resilience, agricultural livelihoods), in Syria, or the broader Middle East region. Demonstrated experience in fragile, conflict-affected, or complex operating environments; familiarity with the Syrian context is strongly preferred, though candidates with strong relevant experience elsewhere in the Arabic-speaking region will also be considered. Prior experience with climate finance mechanisms is strongly preferred, including experience translating broad technical evidence into a specific, compelling programmatic pitch. Prior experience engaging with government entities in Syria on climate change, adaptation, environmental management, water resources, agriculture, or related sectors is strongly preferred. Experience engaging government counterparts, national/regional technical bodies (e.g., ACSAD), and UN or international organizations on climate, water, or agriculture programming, including in contexts where government priorities are not yet clearly defined. Strong analytical and technical writing skills, with the ability to translate technical evidence into a sharp, donor-facing programmatic narrative. Offer Currencies/Offer Prices: All prices shall be quoted in USD. Interested candidates shall specify the USD rate per working day. Period of Validity of Quotes: The quote shall remain valid for three months after the closing date prescribed by CRS. A quote valid for a shorter period may be rejected as non-responsive. Clarification of Quotes: To assist in the examination, evaluation and comparison of Quotes, CRS may at its discretion ask the Applicants for clarification of its quote Evaluation: Received bids/offers will be evaluated using a 2-stage process: Responsiveness [Pass/Fail]: bid/offer must be complete and responsive.
