Tenders are invited for Construction of New Habarana - Kappalthurai 220 KV Transmission Line. This Request for Tenders follows the Special Procurement Notice for this Project that appeared in DAILY NEWS on 28-08-2026 and NTNSP Website. The Democratic Socialist Republic of Sri Lanka has applied for a loan from the Asian Infrastructure Investment Bank (AIIB) towards the cost of the New Habarana Kappalthurai Transmission Grid Expansion Project (NHKTGEP), and it intends to apply part of the proceeds of this loan to payments under the Contract for Lot A: Construction of New Habarana - Kappalthurai 220 kV Transmission Line. The Chairman HLPC on behalf of the National Transmission Network Service Provider (Private) Limited (NTNSP) now invites sealed Tenders from eligible and qualified Tenderers for the Design, Supply, Construction, Erection, Stringing, Testing, and Commissioning of a 220 kV double-circuit, three-phase transmission line. A brief description of the Works includes the construction of an approximately 77 km transmission line utilizing High-Temperature Low-Sag (HTLS) conductors in a twin-bundle configuration and incorporating two Optical Fibre Ground Wires (OPGW) from the existing New Habarana 220/132 kV Switching Station to the existing Kappalthurai 220(132)/33 kV Grid Substation. Project estimated cost : USD 32 million The construction period is Seven Hundred Thirty (730) days from the Effective Date. Tendering will be conducted through International Open Competitive Tendering (IOCT) - Single-Stage: Two-Envelope procedure in accordance with AIIBs Procurement Instructions for Recipients (PIR). A complete set of Tender Documents in English language may be purchased by eligible &interested Tenderers on submission of a written request to the Project Manager (CEATP-I) as follows, Option 1: In-Person Purchase Visit the Office of the Project Manager (CEATP-I) at the address mentioned above. Pay a non-refundable fee of LKR 250,000.00 in cash or via bank draft in favor of the Chief Executive Officer (NTNSP). Option 2: Request for Delivery via Courier Submit a written application to the above address requesting the Tender Document. Include a bank draft in favor of the Chief Executive Officer (NTNSP) for: LKR 260,000.00 for domestic delivery. US$ 1,150.00 for overseas delivery (includes USD 850.00 document fee + USD 300.00 courier fee). The Tender Document, including ESIA documents, will be dispatched by secure express courier.
