Tenders are invited for PUI - WHO Workload Indicators of Staffing Need (WISN) Consultancy. Duration: 1 October 2026 31 March 2027 Funding: Agence Française de Développement (AFD) Contract type: Individual consultant or consultancy Key responsibilities The consultant will be expected to: Apply the WHO WISN methodology in a representative sample of PHCCs. Assess workload, staffing requirements and workforce gaps. Develop staffing norms, workforce models and skill-mix requirements for each proposed PHCC tier. Assess workforce sustainability, including vacancies, turnover, retention and absenteeism. Develop recommendations for workforce allocation, recruitment, retention and task sharing/task shifting. Develop a national WISN-based workforce planning framework, HRH monitoring dashboard and workforce planning toolkit. Coordinate closely with the PHCC+ and LPSP Costing consultancies. Present and validate findings with the MoPH and relevant stakeholders. Required qualifications and experience Advanced university degree (Masters level or higher) in Public Health, Health Systems Management, Human Resources for Health, Health Services Management, Health Economics, Epidemiology, Medicine, Nursing or a related health field. Minimum 57 years of relevant experience in health systems strengthening or Human Resources for Health. Demonstrated experience implementing the WHO WISN methodology. Experience in workload assessment and staffing norm development. Experience supporting Ministries of Health. Strong knowledge of Primary Health Care systems and health workforce planning. Strong analytical and quantitative skills. Experience in fragile/humanitarian settings is an asset. Experience in Lebanon or the Middle East is highly desirable.
