Tenders are invited for Construction of Package 1D (Ch. 4+760 km to Ch. 7+600 km) Bid Security (LKR Mn.): 110000000 Required Average Annual Construction Turnover (AACT) & Financial Resources (FR): AACT: LKR 4,300 Mn; FR: LKR 600 Mn The procurement documents, prepared in English, will be issued during normal working days from 09:00 hrs to 15:00 hrs at the above address from 24/08/2026 till 21/09/2026. To purchase Bidding Documents for each package, bidders should: i. Write to the address given under Item 3 requesting the respective bidding documents. ii. Pay a non-refundable fee of Sri Lankan Rupees 300,000.00 (with VAT) by cash or bank draft drawn in favour of the Director General Road Development Authority, Account No. 0000001943 Bank of Ceylon Corporate Branch. iii. Produce a certified copy of valid certificate of registration issued in accordance with Article 8 of Public Contracts Act No. 3 of 1987 and its subsequent amendments. 5. Submission of Bids Bidders should deliver their bids at or before 14:00 hrs on 22/09/2026 to: The Chairman, High Level Procurement Committee Procurement Division, Ministry of Transport, Highways & Urban Development 7th Floor, Maganeguma Mahamedura, Denzil Kobbekaduwa Mawatha, Koswatta, Battaramulla Bids must be accompanied by a Bid Security in the amount specified in each Bidding Document. 6. Opening of Bids Bids will be opened immediately after the deadline in the presence of bidders representatives who choose to attend. 7. Costs The bidder shall bear all costs associated with the preparation and submission of its bids, and the Employer shall not be responsible or liable for those costs, regardless of the conduct or outcome of the bidding process.
