Tenders are invited for Humanitarian Access and Security Consultant Venezuela. . C. Consultancy Objective Provide specialized technical advice on security and humanitarian access to strengthen risk identification, analysis, assessment, management, and monitoring in Venezuela, facilitating the safe implementation of operations and programs by Plan International and its implementing partners. D. Key Functions and Activities 1. Comprehensive Security Risk Analysis and Management for Operations Conduct security risk assessments, evaluations, and analyses for operations, projects, missions, travel, and areas of intervention. Identify threats, vulnerabilities, impacts, and residual risks; prioritize risks and propose treatment and mitigation measures. Develop and update risk matrices, security assessments, and other risk management products to support decision-making. Monitor the evolution of risks and provide evidence-based recommendations for decision-making. Keep risk management tools up to date, including matrices and monitoring mechanisms. 2. Operational Security and Continuity Review, update, and support the implementation of security, contingency, evacuation, hibernation, relocation, and operational continuity plans. Conduct security assessments of offices, facilities, accommodation, hotels, event venues, routes, and other locations used by the organization, verifying compliance with minimum security standards and institutional "Duty of Care" requirements. Review Standard Operating Procedures (SOPs) and security protocols, identify gaps, and propose improvement actions. Support the preparation of Situation Reports (SitReps), Flash Updates, etc., as preventive security alerts for in-country operations. Manage and follow up on security requirements for international travel and visits, including risk assessments, travel packages, security briefings, mandatory certifications, and other documentation required under institutional policies. 3. Humanitarian Access and Context Analysis Analyze the political, social, humanitarian, and security context in areas of intervention. Identify access barriers, restrictions, threats, and opportunities, including community, operational, and socio-political factors. Design and support strategies for acceptance and safe, sustainable, and principled humanitarian access. Collect, verify, systematize, and analyze relevant information regarding security, access, incidents, trends, and field conditions. Prepare reports, context analyses, alerts, and recommendations to support operational and strategic decision-making. Provide technical advice for the assessment of new geographic areas, missions, and operations. Maintain up-to-date records, tracking systems, and tools related to security, access, and context analysis. Ensure the quality, confidentiality, and traceability of information under their responsibility. 4. Emergency Preparedness and Response Integrate security, access, and protection considerations into humanitarian assessments and responses. Develop or update security plans specific to emergency scenarios. Contribute to scenario planning, contingency planning, and early warning indicators. Keep preparedness and response tools up to date and support crisis management mechanisms when activated. 5. Incident and Crisis Management Coordinate the monitoring, analysis, and management of incidents affecting personnel, partners, operations, or facilities. Ensure timely incident reporting in accordance with institutional mechanisms. Conduct post-incident analysis to identify causes, lessons learned, and corrective measures. Follow up on action plans resulting from incidents, audits, and risk assessments. 6. Security Capacities, Advisory, and Coordination Design and facilitate inductions, briefings, debriefings, and training sessions on security, risk management, humanitarian access, and emergency preparedness. Strengthen the capacities of personnel and implementing partners in risk management and operational security. Participate in security and access coordination mechanisms with authorities, the United Nations, NGOs, INSO, and other relevant actors.
