The sector, which includes more than 3,000 establishments in the West Bank and Gaza Strip, has attracted investments exceeding $580 million and provides employment for over 20,000 individuals. PFAIU is committed to strengthening the competitiveness of the local food industry by promoting high-quality Palestinian products, offering training in management and marketing, and supporting member access to both local and international markets. Guided by a vision of delivering healthy food through environmentally sustainable practices, the Union works to enhance food industry standards while celebrating and preserving Palestinian culinary heritage. Through its ongoing efforts, PFAIU continues to serve as a vital platform for sectoral development, advocacy, and technological advancement. About the ProjectThis project is implemented by the Palestinian Food and Agriculture Industries Union (PFAIU) in collaboration with Enabel, the Belgian agency for international cooperation, and is funded by the Government of Belgium under the Green West Bank intervention. The project aims to promote sustainable practices within the Palestinian food sector, with a focus on improved waste management, renewable energy, energy efficiency, and the reinforcement of relevant regulatory frameworks. A key objective of the project is to advance Green, Circular, and Environmental (GCE) practices across the sector through targeted training and capacity-building activities. As part of this effort, PFAIU will organize training programs designed to equip senior management within the olive oil and processed fruits and vegetables sub-sectors with the knowledge and skills required to support and implement GCE practices effectively. These initiatives reflect PFAIUs broader commitment to fostering a more sustainable, resilient, and environmentally responsible food industry in Palestine. Objective of the Assignment The objective of this assignment is to design and deliver two in-person training programs on Green and Circular Economy (GCE) practices, tailored for senior management from 27 companies (targeted by this project) operating in the olive oil and processed fruits and vegetables sectors. The workshops will be conducted in Nablus and Tubas governorates. These sessions aim to equip top executives and decision-makers with critical insights into the strategic value of adopting GCE principles. Through interactive discussions, practical case studies, and expert presentations, participants will gain a comprehensive understanding of how GCE can enhance sustainability, improve operational efficiency, and contribute to long-term business growth. Scope of Work and Deliverables The selected consultant or consulting firm will be responsible for the design, preparation, and delivery of implementation of two focused training workshops for the targeted sectors. The assignment covers a total of 10 working days (5 working days per workshop) including preparation, delivery, and reporting. This training programs target 27 MSMEs (10 in Nablus and 17 in Tubas) Participating companies are expected to send 2 relevant staff members per day, corresponding to the specific "Target Group" listed for each session. The consultant is expected to provide the following deliverables: Customized agenda and Training Materials (presentations, handouts, exercises, and pre/posttraining questionnaires) in Arabic. Materials are to be submitted in editable format (e.g., PowerPoint, Word) for PFAIU branding. Daily Pre- and Post-Training Assessments: Since participants rotate daily, the consultant shall administer short (510 minute) pre- and post-session assessments at the start and end of EACH of the 5 training days, tailored to that days specific topic. Successful Delivery of the fiveday training program in both Nablus and Tubas (10 training days total). Final Training Report including: Executive summary of both workshops. Detailed session summaries. Participant feedback analysis. Photos and attendance lists. Recommendations for future capacity development Qualifications of the Consultant Company A graduate degree in a field related to the food industry or environmental science/engineering. At least 5 years of proven expertise in Green and Circular Economy and sustainable industrial practices. Demonstrated experience in designing and delivering training programs or workshops. Solid knowledge of the food-processing sector in Palestine, particularly the olive oil and processed fruit and vegetable sub-sectors. Demonstrated experience in covering all the training topic mentioned in Scope of Work and Tasks. Application Requirements: Applicants must submit the following documents: CV of the consultant or team members involved in the assignment. A technical proposal outlining the proposed methodology and a draft training agenda. A financial proposal specifying the daily rate and total cost, excluding VAT. Proof of income tax compliance; if not available, the equivalent tax amount will be deducted and officially transferred to the relevant authority. Duration and Timeline Total Duration: 10 working days (including preparation, delivery, and reporting). Tentative Workshop Dates: Between 25 Aug and 10 Sep, 2026, for the delivery phase, with preparatory work to commence immediately upon contract signing. The exact schedule will be agreed with PFAIU. Deadline Quotations must be submitted in stamped and sealed envelopes no later than Aug 20th, 2026, at 1:00 PM, to the PFAIU Headquarters in Ramallah.
