Tenders are invited for Construction and Completion of Civil Work Babakan River and Drainage Works in Brebes Babakan River and Drainage Works in Brebes 1. The Government of the Republic of Indonesia has received financing from the Asian Development Bank (ADB) toward the cost of Flood Management in North Java Project (FMNJP). Part of this financing will be used for payments under the Contract named above. Bidding is open to Bidders from eligible source countries of ADB. 2. The River Basin Organization for Cimanuk Cisanggarung, Directorate General of Water Resources, Ministry of Public Work and Housing of the Republic Indonesia (the Employer) invites sealed bids from eligible Bidders for the construction and completion of Civil Work package CWC-5B: Babakan River and Drainage Works in (the Works). 3. Open Competitive Bidding (OCB) National advertisement will be conducted in accordance with ADBs Single-Stage: One-Envelope procedure and is open to all Bidders from eligible source countries as described in the Bidding Document. 4. Only eligible Bidders with the following key qualifications should participate in this bidding: (a) Minimum Average Annual Construction Turnover (AACT) of IDR 179.126.753.333 calculated as total certified payments received for contracts in progress or completed, within the last 3 years (2023-2025); (b) Participation as a contractor, Joint Venture partner, or Subcontractor, in at least one contract that has been satisfactorily completed within last 10 (ten) years as evidenced by provisional hand-over or taking over certificate and that is similar to the proposed works, where the value of the Bidders participation exceeds IDR 214.952.104.000 The similarity of the Bidders participation shall be based on physical size, nature of works, complexity, methods, technology or other characteristics of the Contract as described in Section 6, Employers Requirement of: River Construction Work in Water Resources Sector (c) For the above or other contracts executed during the period stipulated above, a minimum construction experience in the following key activities: i. Soil excavation with minimum volume of 381.407 m3 . ii. Concrete work with minimum volume of 380.145 m3 iii. precast concrete procurement minimum length of 15.300 m The qualification criteria are more completely described in the Bidding Document. 5. This is an online bidding where only e-Tender (e-bid) will be accepted through SPSE (Governments e-procurement platform) and no offline/hard copies will be accepted. To obtain further information and to submit e-Tender for this works package bearing e-tender ID no. mentioned above, registration in the SPSE e-Procurement platform (https://spse.inaproc.id/pu/) is required. The deadline for submission of e-Tender (bids) is 24 August 2026 at 3:00PM (Jakarta time). Late bid submission will be automatically rejected by the SPSE system. 9. Please submit your bid through the above SPSE platform, together with a bid security as described in the Bidding Document. The original bid security can be submitted directly or sent via secure document delivery services. The electronic bid opening will be conducted on time stated in the SPSE through SPSE system. Electronic bid opening procedure shall be as follows: The Employer shall download and open all Technical and Financial Proposals submitted in pdf format, including Bill of Quantities files in Excel format by the Bidders through SPSE by the prescribed deadline above.
