Information Technology for Development Uganda Response Innovation Lab (U-RIL) Innovation The Uganda Response Innovation Lab (U-RIL) facilitates innovation processes that identify, test, adapt, and scale solutions to improve outcomes for refugees and host communities. Through its Innovation Agenda, U-RIL supports humanitarian, development, government, private sector, academic, and refugee-led actors to address complex challenges through collaborative and evidence-driven innovation approaches. To effectively deliver its mandate, U-RIL leverages a pool of experienced innovation specialists and consultants who can lead and support a diverse range of innovation initiatives. Innovation specialists are assigned specific innovation missions and scopes of work to develop practical solutions, facilitate innovation processes, generate learning, and strengthen innovation capacities across the refugee response ecosystem. The nature of innovation assignments varies depending on the challenge, opportunity, or innovation priority identified by U-RIL. While U-RIL will continue to explore a broad range of innovation opportunities in 2026, its strategic innovation priorities include the following interconnected themes: Innovation and Scaling Support Climate resilience and adaptation Digital innovation and technology-enabled solutions including AI innovations Sustainable livelihoods and economic inclusion Private sector engagement and market-based approaches Localisation and refugee-led innovation Note that the thematic areas could change following requirements by donor. The consultants role is to lead or support innovation processes that inform decision-making, programming, policy, and investment within Ugandas refugee response. Innovation assignments should be action-oriented and focused on generating practical solutions that can be tested, adapted, adopted, or scaled by refugee response actors. Consultants are expected to translate complex challenges, user insights, evidence, and systems analysis into practical and implementable innovation opportunities. This requires strong facilitation, analytical, design, and stakeholder engagement skills, as well as the ability to navigate uncertainty and support iterative learning. The consultant may support innovation work including: Innovation scans and ecosystem assessments Solution and market mappings Challenge identification and problem framing exercises Human-centred design and user research processes Co-creation workshops and innovation convenings Design sprints and ideation sessions Prototype development and testing Innovation validation and learning exercises Development of innovation briefs, concept notes, and case studies Documentation of lessons learned and innovation journeys Development of innovation strategies, roadmaps, and scaling plans Support to innovation challenges, accelerators, and incubation processes Development of knowledge products, presentations, policy briefs, and learning material Tender Link : https://www.savethechildren.net/tenders
