Tenders are invited for Travel Management Services Framework Agreement. MOSAIC is seeking to appoint a travel agency under a framework agreement for the provision of travel management services in support of its programme activities. The agreement will cover a twelve-month period from signature and will be used for both individual travel and group movements involving participants departing from a number of different countries. Services required The successful agency will provide, as a single integrated service: International air travel: sourcing, quoting, reserving, issuing and reissuing tickets for travellers departing from multiple countries, with routing advice that accounts for cost, journey time, layover length and visa requirements; Accommodation booking: reserving and administering accommodation for individuals and groups, including room blocks, rooming lists, accessible rooms, amendments and cancellations, and booking against rates MOSAIC has negotiated directly with a property; Travel and medical insurance: individual policies for each traveller, issued in the travellers name and meeting the requirements of the relevant visa authorities; Airport transfers: ground transport between airport and accommodation, including group transfers across multiple arrival and departure waves; Visa-support documentation: confirmed flight reservations in each travellers name, in a form accepted by visa authorities, held without ticketing; Account management and support: a named account manager, consolidated itinerary reporting, and a reachable contact during travel periods including outside office hours. Essential requirements Applicants must be able to demonstrate: Valid and lawful registration to operate as a travel agency; The ability to issue confirmed flight and accommodation reservations in passenger names, held without payment, suitable for visa applications, and to extend or reissue them as visa processing continues; Demonstrable experience of multi-origin group travel, including competence in transit-visa requirements affecting travellers of different nationalities; Transparent pricing on a net fare plus disclosed service fee basis, with full disclosure of any commission or incentive received from airlines, accommodation providers, insurers or transport providers; Robust handling of personal data, including passport information, with clear limits on access, retention and disclosure; Flexible arrangements for changes, cancellations and refusals, including proposed treatment of tickets affected by a visa refusal; IATA accreditation (if available). A two-stage process MOSAIC works with communities in situations of vulnerability, and information about specific programme activities, including destinations, dates and participant details, is treated as confidential. This tender is therefore conducted in two stages: Stage One (this call): applicants submit organisational information, capability evidence, references and their pricing structure. No specific programme details are required or disclosed at this stage. Stage Two (shortlisted applicants only): shortlisted agencies will be asked to sign a confidentiality undertaking, after which they will receive the full specification including destinations, travel dates and passenger origins and will be invited to submit indicative pricing. Shortlisting decisions are made on Stage One submissions alone. Applicants are not disadvantaged by the limited information available at this stage. Evaluation Stage One submissions will be assessed on: capability and relevant experience in multi-origin group travel and group accommodation (30%); ability to meet the essential requirements above, particularly the holding of unticketed reservations (30%); transparency and competitiveness of the pricing structure (25%); and data protection and confidentiality arrangements (15%). MOSAIC is not bound to accept any submission, may interview shortlisted applicants, and reserves the right not to award. Submissions from agencies unable to meet the essential requirements will not be shortlisted. Contract terms The framework agreement will be governed by Lebanese law. Payment will be made by bank transfer or bank letter; MOSAIC does not make cash payments. The agreement does not guarantee any minimum volume of business. MOSAIC and its donors reserve the right to audit records relating to the agreement. Confidentiality obligations will survive termination of the agreement.
