Tenders are invited for Feasibility Study for the German FC Project Modernizing Public Service Delivery Project Measures: The project concerns the preparation of a feasibility study for the "Modernisation of Public Services Infrastructure" project. The project aims to support the Government of Jordan in modernizing and digitalizing public administration and infrastructure, thereby promoting inclusive public service delivery and creating productive framework conditions for private sector development and enhancing citizen participation. The project is embedded in the core themes of the German Federal Ministry for Economic Cooperation and Development (BMZ) of peace and social cohesion, good governance, and digital transformation, with a focus on gender equality and inclusive development. The project will be implemented as a new Financial Cooperation (FC) measure as part of the GermanJordanian development program good governance. The tendering process will be conducted in accordance with KfWs "Guidelines for Procurement Procurement of Consulting Services, Works, Plant, Goods and Non-Consulting Services in Financial Cooperation with Partner Countries". Successful contractor will be paid directly by KfW Development Bank. The expected duration of the assignment is six (6) months, with a planned start in Q3 2026. The budget for the assignment is limited to a maximum of 190.000,00 EUR Requested Services: The main topics of this assignment include: Development of a technically reliable, in-depth feasibility assessment and detailed recommendations for a National Data Center component, including site selection, sustainability design, sizing, and cost validation, to enable immediate project implementation. Validation of National Broadband Network expansion scoping study results, including coverage gap analysis, cost plausibility, and technology mix recommendations. Exploration and strategic validation of potential Digital Platforms and Systems at national level and Decentralized Systems and Services at municipal level. The assignment shall be conducted in English language. The contract will be awarded to an independent consultant firm with proven experience and a minimum annual turnover of 500.000,00 EUR or equivalent.
