Expression of Interest for Economic and Social Empowerment of Female Headed Households in Upper Egypt: Endline Data Collection The Middle East, North Africa, Afghanistan and Pakistan Gender Innovation Lab (MENAAP GIL) supports rigorous research to build the evidence base for effective gender policies. MENAAP GIL seeks to fill knowledge gaps regarding policy interventions that can most effectively address the underlying causes of gender inequality, particularly in the area of economic opportunities. The approach consists of two inter-related areas of engagement: (i) developing rigorous evidence on what works and what does not in reducing gaps between women and men, primarily through impact evaluations and complemented by inferential research; and (ii) promoting the uptake of these findings in operational and policy interventions, in part through capacity building of local researchers and policymakers on producing and using evidence to influence policy. The MENAAP GIL and the MENAAP Chief Economist Office (henceforth referred to as the World Bank team), is conducting an impact evaluation of a program that provides group-based microfinance and training support to widows and other female household heads in Upper Egypt. The evaluation is being implemented as a clustered Randomized Control Trial (RCT) with a total of 950 women in Qena, Luxor and Minya governorates in Upper Egypt. This Terms of Reference (ToR) provides a detailed description of the responsibilities and deliverables expected from a firm responsible for implementing the evaluation endline survey. 2. OBJECTIVE This study evaluates the Widows Saving and Loans Association (WISALA) intervention. The WISALA intervention consists of two components: (1) group savings and loans associations; and (2) financial and legal training. The objective of this assignment is to work with the World Bank team and the implementing partner to prepare for and field the evaluation endline survey.
