Tenders are invited for Consulting Services of Technical Assistance Project measures: The Planning and Development of a Low-Carbon District Heating and Cooling System in Belgrade (the Project) concerns the preparation of a long-term, low-carbon development pathway for Belgrades district heating and cooling system. The Project aims to support DHC Belgrade in expanding and modernizing its district heating and cooling services while progressively reducing CO2 emissions, improving local air quality and preparing priority investments for future financing. To achieve this, a technically robust and policy-aligned District Heating and Cooling Strategy for the period up to 2050 shall be prepared, including a baseline assessment, decarbonisation scenarios, strategic targets and alignment with national and EU policies. Furthermore, an investment and project roadmap shall identify, screen and prioritise bankable heating and cooling projects, supported by capacity building, knowledge exchange and financial due diligence of DHC Belgrade. Procurement framework: This ICB tender for Consulting Services is subject to the KfW Guidelines for the Procurement of Consulting Services, Works, Plant, Goods and Non-Consulting Services in Financial Cooperation with Partner Countries (2021, 2024 update / available on www.kfw-entwicklungsbank.de). Requested Consultant Services: In order to achieve the objectives set out for this assignment, the Consultant is expected to conduct the following main tasks: Development of a District Heating and Cooling Strategy (20302050): vision, baseline assessment, decarbonisation scenarios, and strategic targets. Alignment with national and EU policies including Serbias INECP, EU Green Deal and the national regulatory and incentive framework for DH/DC. SWOT analysis and institutional recommendations: governance, organisational setup, and coordination needs with City and national stakeholders. Investment identification and appraisal: technical and economic screening of potential heating and cooling projects (including lowcarbon supply options) and definition of ranking criteria. Preparation of an Investment and Project Roadmap: prioritized project pipeline, indicative financing approach, and preparation steps for project concepts and applications. Capacity building and knowledge transfer: trainings for the DHC Belgrade team (strategic planning policy alignment, project management and investment programming, organisational development and internal governance, monitoring, reporting and impact assessment, soft skills crucial for efficient energy project preparation and management), plus knowledge exchange through conferences and study visits.
