Expression of Interest for European Health Interview Survey (EHIS) in Bosnia and Herzegovina Description: This procurement will cover the full range of operational activities required to generate high-quality, internationally comparable health interview survey data in the Federation of Bosnia and Herzegovina, Republika Srpska, and the Brko District. The activity will be implemented by a firm, with technical assistance from the World Bank Living Standards Measurement Study (LSMS) team drawing on its global expertise in survey methodology, implementation, and quality assurance, and its experience in integrating innovative measurement approaches into large-scale household surveys. The contracted firm will be directly responsible for key operational activities, including the development and implementation of data collection and data entry systems, as well as detailed logistics and field deployment planning. More specifically, grant resources will finance: (i) preparatory activities for survey implementation, including refinement of field protocols, development and testing of electronic data collection and data entry systems, verification of built-in quality controls, preparation of logistics and deployment plans, support for ethics clearance processes as needed, and design of innovative survey approaches, including a potential survey experiment to assess mixed-mode data collection (in-person and phone), building on LSMS methodological work; (ii) recruitment, training, testing, and selection of interviewers, supervisors, and other field personnel, including practical pre-test exercises and the establishment of reserve capacity to maintain fieldwork quality; (iii) implementation of fieldwork, including household interviews, supervision, progress monitoring, management of non-response and replacement procedures in accordance with the EHIS methodology, and implementation of innovative survey design features, including the mixed-mode data collection approach as applicable; (iv) quality assurance throughout implementation, including direct supervision, back-checking, validation of completed questionnaires, monitoring of interviewer and supervisor performance, and timely correction of identified problems, leveraging LSMS best practices in real-time data quality monitoring and fieldwork management; (v) data processing and cleaning, including consistency checks, imputation where required, preparation of reproducible cleaning syntax, construction of final datasets structured in accordance with EHIS4 and Eurostat requirements, as well as analysis of innovative survey design features, including mixed-mode data collection, to generate operational and methodological insights; and (vi) survey documentation and archiving, including preparation of metadata, questionnaires, manuals, methodological notes, codebooks, variable dictionaries, and anonymized datasets.
