Expression of Interest for Consulting Services for Implementation Consultant (IC) To support the construction of the selected infrastructure, the German Government has allocated 16 million Euros (Phase I as grant of 7 million EUR, Phase II as loan of 10 million EUR) for the Support to the Establishment of an Urban Development Fund (BMZ-No. 2021 67 518), channeled through German Development Bank, KfW. Project measures will include the provision of interrelated social and economic infrastructure as well as bulk infrastructure within a certain area e.g.: Basic public services: water, sanitation, electricity, roads and walkways, drainage, security infrastructure Socio-economic infrastructure: early childhood centres, classrooms, playgrounds, community centres, public spaces, sport facilities, land scaping, local economic development The sites will be pilot sites that offer learning experience and showcases to serve as models for future country-wide replication (documentation of lessons-learnt). MURD as the line Ministry will be the Project Executing Agency, responsible for coordination and implementation of the planned Project. MURD in this tender process is seeking to engage a qualified consultant to perform consulting services to support the implementation of the above-described measures. The intended consultants services can be summarized as follows (to be treated indicatively, further descriptions will be provided in a subsequent Request for Proposal): Stage 1: Preparatory Phase Verification of existing documents Stakeholder Mapping and Coordination Final selection of project area and selection of infrastructure projects Work with selected Local Authorities in compiling and completing the necessary documents for infrastructure construction Procurement Concept, tender strategy Preparation of time, cost and financing schedules including financial monitoring Elaboration of the Operational Manual for Phase I Stage 2: Design Stage and Bidding Documents Carry out additional surveys, if required Prepare detailed/concept design Prepare ESIA and/or all required ESHS documentation Prepare Bidding Documents Stage 3: Tendering Phase Assistance in tendering and contracting Stage 4: Supervision and Documentation of Works Supervision of Works including ESHS and OHS Supervision of financial management (management of Disposition Fund) Supervision of taking-over Stage 5: Support in Defects notification period (DNP) Stage 6: Targeted Technical Assistance Stage 7: Preparatory Phase for Phase II In parallel to all Stages, the Consultant will ensure a professional project management during the complete assignment. Depending on the performance of the Consultant, the current contract can be extended to assisting in implementation of Phase II investments. The FC-project shall also closely cooperate with other relevant stakeholders, particularly with the ISUD-project, NGOs, but also the private sector and academic institutions as well as other donors.
