Request for proposals for Providing Engineering Design, Environmental Safeguards and Construction Supervision for Establishment of Circular Economy in Healthcare Waste Management System in Xieng Khouang Province, Lao Pdr Lao PDR, a landlocked nation of 7.6 million, is transitioning toward a green economy under its 9th National Socio-Economic Development Plan. However, waste management remains a critical gap; national collection averages only 56.8%, and healthcare waste (HCW) poses a significant risk. In Xieng Khouang Province, a region home to 278,776 residents and the UNESCO-listed Plain of Jars, the healthcare network serves 350,000 patients annually. Currently, 15% of the provinces medical waste is hazardous or infectious, yet over half is managed through open burning or disposal in unsecured, dilapidated landfills, risking the spread of blood-borne pathogens and environmental toxicity. Current healthcare waste management in Xieng Khouang is hindered by serving infrastructure and systemic gaps. While hospitals generate approximately 0.5 kg/bed/day, over 54% is managed via open burning due to broken autoclaves and a lack of high-temperature incinerators. This exposes the public to over 30 blood-borne pathogens and CO2 emissions. Although 85% of waste theoretically recyclable, inconsistent segregation and the absence off-take system led to untreated infectious waste entering municipal streams. Furthermore, local authorities currently lack technical personnel and financial capacity to manage these complex hazardous waste cycles. To address these challenges, the Global Green Growth Institute (GGGI), in partnership with the Korea Foundation for International Healthcare (KOFIH), has launched the project: Circular Economy Infrastructure for Healthcare Operations in Xieng Khouang Province. Developed as a Green ODA component, this initiative supports the overarching Improving the quality of care at Lao health facilities titled: Reproductive, Maternal, Newborn, Child and Adolescent Health (RMNCAH) Project Phase III, ensuring that maternal and child health services are backed by safe, sustainable waste infrastructure. The project is formally governed under Ministerial Directive No. 1359/MOH (18 June 2024). Following a successful joint scoping mission in June 2025, a USD 560,000 funding agreement was secured to implement circular solutions across seven districts from December 2025 to December 2027. The project objectives are as follows: 1. Enhance the provincial regulatory framework and build technical capacity of health officials to ensure sustainable healthcare waste (HCW) management. 2. Deploy standardized waste segregation protocols and establish secure storage and collection infrastructure across six target hospitals to prevent cross-contamination. 3. Modernize the collection, transportation, and treatment systems ensuring safe disposal and reduced environmental impact. ASSIGNMENT OBJECTIVE: GGGI is seeking a qualified consulting firm to execute this assignment. the primary objective of this Scope of Work is to provide comprehensive engineering designs, secure required national environmental safeguards clearance, map optimized transport logistics and deliver construction supervision to establish operational circular healthcare waste management system. Tentatively, from July 2026 to March 2027, the Consultant shall manage the project across 8 designated healthcare facilities in Xieng Khouang, comprising 1 provincial hospital, 1 military hospital, and 6 district hospitals.
