Tenders are invited for Supply of 1500 Basic Family Hygiene Kits (Fhk) Closing Date: Monday, 17. Aug 2026 Intervention Sector(s): Environment, Family, Health 1. Background In response to the ongoing conflict and resulting displacement, there is a critical need to ensure access to essential hygiene items for conflict - affected populations. The provision of Basic Family Hygiene Kits (FHKs) is intended to support immediate and medium-term hygiene needs, reduce public health risks, and promote dignity among households during emergency and protracted displacement phases. 2. Objective The objective of this procurement is to ensure the timely supply and distribution of standardized Family Hygiene Kits designed to meet the basic hygiene needs of conflict-affected households for a defined period, while maintaining flexibility for adaptation based on displacement duration and context. 3. Scope of Work The selected supplier shall be responsible for the: Provision of all items listed in the Hygiene kit composition below Assembly, packaging, and quality assurance of complete kits Delivery to designated warehouse(s) or distribution points as specified by the organization (Beirut- Mount Lebanon- South) Compliance with agreed timelines, quality standards, and packaging requirements Replacement of any defective or non-compliant items upon request 4. Kit Composition The Basic Family Hygiene Kit includes essential hygiene, sanitation, and cleaning items designed for household use. Packaging Requirement Kits must be packed in standardized cartons with organizational branding Items must be protected from contamination and damage during transport Delivery schedules will be defined based on operational needs and may require short notice mobilization 6. Quality Standards All hygiene items must be non-perfumed, hypoallergenic, and safe for sensitive skin where applicable Products must comply with national wash cluster guidance and safety regulations Items must be packaged securely in durable carton boxes with clear labeling Expiry dates must be clearly visible and sufficiently long for emergency use 7. Environmental Considerations The supplier shall take all reasonable measures to minimize the environmental impact associated with the procurement, assembly, packaging, and delivery of the Hygiene kits. In particular, the supplier shall: Use packaging materials that are reusable, recyclable, or environmentally responsible whenever feasible. Minimize excessive packaging and avoid unnecessary plastic materials. Ensure that all products are disposed of and handled in accordance with applicable environmental and public health regulations. Promote environmentally responsible practices throughout the supply chain and delivery process. Where possible, prioritize products and materials with reduced environmental impact while maintaining the required quality and safety standards. The organization reserves the right to request information from the supplier regarding environmental practices and the sustainability of the materials used. 8. Delivery Requirements Deliveries will be scheduled based on project needs and available funding The organization may request deliveries with a minimum notice period of 3 days Supplier must ensure timely replacement of any damaged or non-compliant goods Delivery locations will be communicated in advance by the organization (Beirut- Mount Lebanon- South). 9. Required Documentation Interested suppliers shall submit: Company profile. Commercial registration certificate. Tax registration certificate. Relevant quality assurance certifications for hygiene, textile, or consumer products (if available). Product specifications, datasheets, or catalogues for the proposed kit components, particularly sanitary pads and hygiene items. List of previous similar contracts related to the supply of hygiene kits, dignity kits, MHM kits, or other humanitarian non-food items (NFIs). Financial offer detailing the unit cost per kit, itemized costs where applicable, and transportation/delivery costs. Technical offer demonstrating compliance with the specifications, quality standards, packaging requirements, and delivery conditions outlined in this TOR. 10. Evaluation Criteria Offers will be evaluated based on: Compliance with the technical specifications and kit composition requirements. Quality, appropriateness, and safety of the proposed Hygiene kit components. Supplier experience and demonstrated capacity in supplying hygiene kits, MHM kits, dignity kits, or similar NFIs. Delivery capability, geographical coverage, and proposed timeline. Cost competitiveness and overall value for money. Compliance with packaging, quality assurance, and environmental considerations outlined in this TOR. Availability of supporting product documentation, certifications, and evidence of quality control measures.
