Tenders are invited for Hiring a Trainer to Deliver a Training on Anti-Corruption and Local Governance for Members Council Representatives Service Location: Ramallah Background: Asala is a leading Palestinian association established in 1997 that specializes in supporting the success of women micro-entrepreneurs by breaking down social and financial barriers through business training, capacity building, marketing, advocacy, and lobbying. Asala aims to provide Palestinian women with the necessary skills and opportunities to successfully contribute to advancing their society based on equal rights and access to resources and markets. Asala provides comprehensive and needs-based services to women entrepreneurs in the West Bank and Gaza Strip along three strategic tracks, namely: Advocacy and lobbying for womens economic and social rights Capacity building for women entrepreneurs Facilitating access to local, regional, and global markets for women entrepreneurs. To strengthen internal governance and members engagement, Asala established a Members Council to enhance womens participation in designing and implementing the organizations strategic directions. The Council plays an important role in improving communication mechanisms and expanding members contributions to advocacy and lobbying efforts, based on the understanding that members are key partners in advancing Asalas mission and translating its vision into practical impact. Within this framework, and as part of its ongoing efforts to strengthen leadership and governance capacities, the Palestinian Businesswomens Association (Asala), with support from the Center for International Private Enterprise (CIPE), will implement targeted capacity-building interventions on anti-corruption and local governance. Accordingly, Asala seeks to engage a qualified consultant/trainer to design and deliver a training programme for Members Council representatives, aimed at strengthening integrity, accountability, and effective engagement with local governance systems that support womens economic participation. The objective: This assignment aims to design and facilitate a three-day training program (15 hours in total) on Anti-Corruption and Local Governance for members of the Council of the Palestinian Businesswomens Association (Asala). The training program will strengthen participants knowledge and skills on anti-corruption and local governance standards of excellence, provide education on the existing legal framework, and promote the members councils increased engagement and leadership in local governance. The training will focus on strengthening participants understanding of the principles of integrity, transparency, accountability, and good governance, while building their capacity to identify, prevent, and respond to administrative and financial corruption risks that may affect women-led MSMEs. It will also promote greater engagement with key local stakeholders, including cooperatives, chambers of commerce, and local councils, within the broader framework of combating corruption and improving the enabling and operating environment for women-owned and women-led enterprises. In addition, the programme will provide participants with relevant legal knowledge and practical tools to engage more effectively with local governance institutions, promote ethical business practices, and make use of social accountability mechanisms to advocate for better services and a more enabling business environment. Ultimately, this assignment seeks to enhance the leadership role of Council representatives by equipping them to share knowledge with their peers, engage more effectively in decision-making spaces, and advocate for policies and practices that foster a transparent, accountable, and inclusive environment for women entrepreneurs. Methodology and Scope of Work The assignment will be delivered through an interactive, participatory, and experiential training approach designed to actively engage participants and help them connect theory with their practical experience as women entrepreneurs, members in cooperatives, and Members Council representatives. The methodology will include discussions, group work, case studies, and practical exercises. It emphasizes peer learning, reflection, and the application of concepts related to anti-corruption, transparency, accountability, and good governance within the Palestinian context. A rights-based and governance-sensitive approach will be used throughout the training, linking integrity and good governance to womens economic empowerment and the sustainability of women-led enterprises. Practical tools, real-life scenarios, and locally relevant examples will strengthen participants ability to identify corruption risks, apply accountability mechanisms, and engage with local governance institutions. Under this assignment, the consultant/trainer will be responsible for the following tasks: Designing a detailed three-day training agenda (15 hours) in consultation with Asala. Developing tailored training materials, including presentations, case studies, and practical exercises relevant to the Palestinian context and women entrepreneurs. Delivering the training sessions using participatory and interactive facilitation methods that ensure meaningful participant engagement. Facilitating discussions on the Palestinian legal and institutional framework for combating corruption and its implications for women-led enterprises. Presenting key principles and mechanisms of good local governance, including transparency, accountability, citizen participation, and social accountability tools. Supporting participants in identifying practical entry points for engagement with local government institutions and strengthening their advocacy for womens economic rights. Integrating group work, simulations, and applied exercises to enhance practical understanding and skills development. Conducting a pre- and post-training assessment (or equivalent evaluation tool) to measure participants learning outcomes and gain knowledge. Preparing and submitting a concise training report outlining the methodology applied, key outcomes, participant feedback, and recommendations for future programming. Deliverables The selected consultant/trainer will be responsible for producing the following deliverables: A detailed training agenda and session plan for the three-day programme (15 hours), developed in coordination with Asala. Training materials, including presentations, case studies, exercises, and supporting handouts. Delivery of the three-day training programme on Anti-Corruption and Local Governance. Pre- and post-training assessment tools, along with a summary of results. Signed attendance sheets and basic training documentation. A final training report summarizing implementation, key outcomes, participant feedback, and recommendations. Duration and time frame: The assignment will be implemented over a total of three training days (15 hours), during the last week of July. The exact dates will be agreed between Asala and the selected consultant/trainer upon contract signing and in coordination with Asalas members council. Requirements: Interested applicants shall submit the following documents, which will form the basis for technical evaluation: Technical Proposal, including a clear description of the proposed approach, methodology, and training design for delivering the assignment in line with the TOR. Curriculum Vitae (CV) / Profile, demonstrating relevant experience in delivering similar training assignments, particularly in anti-corruption, governance, civic engagement, or related fields. References, including contact details of at least two professional referees who can confirm the applicants relevant experience and quality of previous work. Declaration of Availability, confirming the applicants ability to implement the assignment within the specified timeline and to deliver all required outputs. Financial Proposal, to be submitted in USD and including VAT, clearly indicating the total lump sum cost and a detailed breakdown of the fee. Evaluation and Selection Process: Applications will be evaluated based on a combined technical and financial assessment. Only applicants who submit all required documents outlined in Section 7 will be considered. Technical Evaluation (70%) Technical proposals will be assessed based on the following criteria: Relevant professional experience in designing and delivering training programs on anti-corruption, governance, transparency, accountability, or related fields, particularly with CSOs, women entrepreneurs, or similar target groups (15%). Quality and relevance of the proposed training methodology, including participatory approaches, adult learning methods, practical exercises, and contextual adaptation to the Palestinian context (20%). Understanding of the assignment as reflected in the clarity and coherence of the technical proposal, including objectives, scope, and expected results (10%). Demonstrated facilitation and delivery capacity, including ability to manage interactive training sessions and apply effective training tools (10%). Relevant academic and professional qualifications of the trainer(s) in governance, law, public administration, social sciences, or related fields (15%). Financial Evaluation (30%) Financial proposals will be evaluated separately from the technical evaluation. The lowest financially evaluated offer will receive the maximum score, and other offers will be scored proportionally. Shortlisted candidates may be invited to an interview to further assess their qualifications and proposed approach.
