General Procurement Notice for Procurement of Goods, Works and the Acquisition of Consulting Services for Multinational: Scaling-Up Investment and Technology Transfer to Facilitate Capacity Strengthening and Technical Assistance for the Implementation of the Stockholm and Minamata Conventions in African LDCs (AFLDC-2) Multinational: Scaling-up Investment and Technology Transfer to Facilitate Capacity Strengthening and Technical Assistance for the Implementation of the Stockholm and Minamata Conventions in African Ldcs. The Government of the Republic of Sierra Leone has received a Grant from the African Development Bank (AfDB) and the African Development Fund, as executing agencies of the Global Environment Facility (GEF), to finance its participation in the multinational project Scaling-Up Investment and Technology Transfer to Facilitate Capacity Strengthening and Technical Assistance for the Implementation of the Stockholm and Minamata Conventions in African LDCs (AFLDC-2) Grant No. 5550155002301; Project ID P-Z1-K00-151; Grant amount USD 1,547,574 (GEF). 2. The AFLDC-2 project seeks to strengthen the capacities of the eleven participating African countries, including Sierra Leone, to eliminate, reduce and control persistent organic pollutants (POPs) and mercury pollution sources using Best Available Technologies / Best Environmental Practices (BAT/BEP). The key activities of the project are aligned with the countrys commitments under the Stockholm and Minamata Conventions. The project will support the development of public-private engagement and partnership, specifically adapted to the circumstances of Sierra Leone, to enable the environmentally sound management of chemicals and waste while generating commercial and financial benefits. The project is considered essential to progressing the achievement of the Governments commitments under the chemical conventions. In addition to the nationally executed packages, the project includes regional activities financed from the regional envelope of USD 1,017,047 for Sierra Leone under the NPP, which are procured and administered directly by the AfDB on behalf of the participating countries. These comprise, as applicable per the NPP: regional workshops held back-to-back with the meetings of the Regional Project Steering Committee; a regional industry conference; a regional plastics circular-economy forum, fair and conference; project representation at meetings of Regional Cooperation Bodies; international POPs and mercury convention experts supporting the legislative gap analyses, enforcement guidance and training; pooled regional expert inputs to the capacity-building of public officials, communication, curriculum adaptation and awareness-raising; regional collection and destruction service providers for POPs pesticides and PCBs, and regional export and treatment services for mercury-added products and mercury waste; international expert inputs to the assessment, design and technical follow-up of the investment interventions; regional monitoring and evaluation activities (project knowledge hub and website, mid-term review, terminal evaluation and gender oversight); and the AfDB execution share of project management costs.
