Prior Information Notice For Repair And Maintenance Services Of Security And Defense Materials – Supply And Maintenance In Operational Condition Of A Drone Detection And Localization System On The Orly Airport Platform. The Purpose Of This Consultation Is To Provide A Drone Detection And Localization System (Collaborative Or Not) And To Maintain It In Operational Condition On The Orly Airport Platform And In Its Immediate Surroundings (3 Km Minimum And Up To 18 Km From The Airports Centroid). The System Is Based On Sensors Owned By Aéroports De Paris, Already Present On The Paris Orly Platform. The Contract Holder May Supplement The System With New Sensors If It Deems It Necessary. The Deployment Of This Low Altitude Surveillance System And Its Hypervision Aims To Improve The Safety And Security Of Paris Orly Airport. It Will Also Have To Contribute To The Perimeter Surveillance Of The Airport. The Contract Holder Must Deploy This Supervision System. This Supervision Will Be A Continuation Of The System Installed By The Company Hologarde, Aimed At Identifying Drones And Their Remote Pilots, Put Into Service At The Beginning Of 2020, For Which The Company Hologarde Was The Sole Owner Of The Supervision Software. The Main Functions Of This Surveillance System Are: • Detection Of Drones, • Identification Of Drones (For Those Equipped With A Direct Remote Detection Device (Transponder)), • Three-Dimensional Geographic Location Of These Drones In Real Time, • History Of Trajectories And Speeds (Tracking), • Location Of The Pilots Of These Drones (For Those Being Piloted), • Supervision Of Drone Positions: O Supervision On A Cartographic Background, O Viewing Of Drone Videos To Remove Doubts, O Notification Of Drones Which May Present A Danger To The Competent State Services. • Recording Of Evidence And Guaranteeing Its Integrity. • Perimeter Surveillance Of The Platform. O Non-Intrusion Monitoring By Perimeter Fences, O Technical Monitoring Of The System (Checking The Proper Functioning Of Equipment), • Detection Of Intrusions On The Platform. In Addition, The Company May Be Asked To Operate The System.
