Research And Development Services And Related Consultancy Services – General Departmental Research (Refo) - Second Evaluation Of Federal Financial Aid For Social Housing. According To The Federal Governments Subsidy Policy Guidelines, All Financial Aid Is Regularly Evaluated With Regard To The Degree Of Target Achievement As Well As Efficiency And Transparency. Accordingly, It Is Agreed In Article 13 Of The Social Housing Administrative Agreement That The Financial Aid Is Regularly Evaluated By The Federal Government In Cooperation With The States. An Initial Evaluation Of The Program Years 2020 To 2022 Is Already Available. Following On From This, A Further Evaluation Will Be Carried Out For The Program Years 2023 To 2025. Against The Background Of Sharp Increases In Construction And Financing Costs And The Resulting Increased Use Of Funding Per Funding Case, It Is Intended To Pay Greater Attention To The Aspect Of Funding Efficiency - Both Analytically And With Regard To The Activities Of Individual Countries And Actors To Reduce Construction Costs. The Aim Is To Examine How Adequately The Most Important Funding Models And Instruments In New Rental Housing Construction Are Designed For Individual Groups Of Investors In Different Countries And What Incentive And Control Mechanisms Exist With Regard To Construction Costs, Efficiency And Targeted Use Of Funds And How They Work. Key Questions: • How Have The Funding Results In Social Housing Developed Over Time? • What Changes Can Be Observed In The Structure Of Subsidized Housing? • What Is The Use Of Federal Financial Aid In The Program Years 2023 To 2025 Compared To The Program Years 2020 To 2022 And What Resources Did The States Use? • On What Basis, With What Methodological Approaches And With What Target Parameters Are The Specific Funding Conditions Determined? What Effects Would A Change In Conditions Have? • What Explicit And Implicit Incentives For Reducing Construction Costs Do The Funding Conditions And Guidelines Provide? • What Returns On The Equity Capital Invested And Overall Can Currently Be Achieved By The Different Investor Groups With Social Housing? To What Extent Are Returns Implicitly Or Explicitly Restricted? • How Should The Different Funding Models (Also With A View To Rent Levels And Commitment Length) Be Evaluated From The Perspective Of Efficiency? • What Recommendations For Action Can Be Derived To Increase Funding Efficiency? Taking Into Account The Subsidy Policy Guidelines, The Contractor Must Develop An Evaluation Concept That Does Justice To The Above-Mentioned Knowledge Interests. Initial Suggestions For This Must Already Be Outlined In The Offer. Selected Analyzes From The First Evaluation Will Be Continued. As With The First Evaluation, The Information In Annexes 2-5 Of The Administrative Agreement (Vv) For Social Housing Should Continue To Represent A Central Data Basis.
