Research And Development Consultancy Services – Evaluation Of The Bmftr Project “University Forum Digitalization” [Funding Phases 1-4]. The University Forum For Digitalization (Hfd) Is A Joint Project That Has Existed Since 2014 In The Consortium Of The Stifterverband, The University Rectors Conference (Hrk) And The Center For University Development (Che). As A Nationwide Network Of Experts, The Project Brings Together Actors From Universities, Politics, Business And Society In Order To Promote The Digital Transformation Process At German Universities In The Field Of Higher Education. In The First Three Project Phases (2014-2016, 2017-2021, 2021-2025) The Hfd Was Set Up, Made Visible, Networked And Had A Broad Impact. The Current Fourth Funding Phase (2026-2029) Aims To Further Develop The Hfd Into A Transfer-Oriented Competence Center. In Total, Around 45 Million Euros Were Or Are Available For The Project Within The Four Project Phases. As Part Of This Contract, The Hfd Project Is To Be Evaluated Based On The Funding Measures Implemented Since The Start Of The Project In The Approved Funding Phases (Since 2014). The Evaluation Is Intended To Contribute To The Monitoring Of Success In Accordance With Section 7 Paragraph 2 Of The Federal Budget Code (Bho) In Conjunction With Vv-Bho No. 2.2 On Section 7 Bho. The Achievement Of Objectives, Effectiveness And Economic Viability Of The Project Must Be Systematically Recorded And Evaluated Using Quantitative And Qualitative Indicators. In Addition, The Evaluation Should Deal With The Hfd As An Overall Construct And Examine All Performance Areas Of The Hfd As Well As Its Organizational Structure, Its Systemic Role And Its Contribution To The Digital Transformation Of The German Higher Education System. The Aim Is To Examine To What Extent The Hfd Has Fulfilled The Tasks Described In The Project And What Systemic Effect It Has And Can Potentially Develop In The Context Of Digital Transformation In The German Higher Education System. This Evaluation Serves As A Basis For Deciding On The Future Of The Project.
