The 2024 tender was published in two parts: Tender Part (a) 2024 covered the supply of EMBs, while Tender Part (b) 2024 covered the supply of accessories for the EMBs selected under Tender Part (a) 2024 and subsequent supplementary tenders. GGGI conducts supplementary tenders annually as part of the annual refinement mechanism established under Tender Part (a) 2024. Similar EMB and supplier shortlisting tender was also launched in 2025. This mechanism allows SET4NPL to include newly introduced EMB models and additional suppliers in the project shortlist. Detailed instructions on how to submit a bid are available in the Tender document published. PROJECT BACKGROUND: The Mitigation Action Facility (MAF) formerly Nationally Appropriate Mitigation Action Facility (NAMA Facility) supports developing countries and emerging economies that show an ambition to play a leading role in the field of climate protection. The Facility makes necessary funding available for these countries to begin implementing their Nationally Appropriate Mitigation Actions (NAMAs). NAMAs are voluntary climate protection measures, which are embedded in these countries national development plans. They are an important instrument for the achievement of Nationally Determined Contribution (NDC) under the Paris Agreement. In Nepal, the MAF is supporting the project Sustainable Electric Transport for Nepal (SET4NPL) as a NAMA Support Project (NSP), which is being implemented jointly by the Gesellschaft für Internationale Zusammenarbeit (GIZ) and the Global Green Growth Institute (GGGI) and. SET4NPL has developed an incentive scheme which includes necessary financial instruments (subsidies, loan scheme, hire purchase leasing scheme, partial first loss guarantee, travel vouchers, etc.) together with the Government of Nepal (GoN) and national stakeholders to support the deployment of 3,500 Electric Micro- and Mini-Buses (EMBs) to be sold in an EMB package. Under this scheme, each EMB package includes an EMB, a charging station, a Nepal Electricity Authority (NEA) Single or 3-phase electricity connection application (if required), an e-ticketing machine, a GPS device, a maintenance contract, access to a charging station ecosystem and to an e-ticketing digital online ecosystem. Through this, SET4NPL envisages implementing the necessary components required to achieve economies of scale for EMBs in the transport sector at a reduced cost. In Nepal, there is no governmental body operating public vehicles except Sajha Yatayat (operating large buses only), so all other Public Transport Operators (PTOs) are private companies. The GoN has mandated all PTOs to register under the Company Act. All the PTOs are associated either with the Federation of Nepalese National Transport Entrepreneurs (FNNTE) or the Central Federation of Public Transport (CFPT). Around 12,000 PTOs are active in the Minibus segment and about 7,000 in the Microbus segment nationally, out of which more than 60% of the PTOs own one vehicle each, and the remaining own two or more vehicles each (data from 2020). Through the SET4NPL project, GGGI and GIZ will conduct various activities to create a better ecosystem for PTOs to operate their businesses by providing diverse capacity-building programs and financing mechanism backed by incentive schemes. Through SET4NPLs incentive scheme, the project aims to provide a platform for PTOs to purchase high-quality EMBs in Nepal at a competitive price. To accomplish this, GGGI, on behalf of the SET4NPL project, will undertake the task of shortlisting vendors to supply the EMBs and other package components to the PTOs through a global competitive bidding process. Via the supplier shortlisting tender, SET4NPL will shortlist suppliers of EMBs as outlined in Table 2. It is important to note that neither GGGI, GIZ, nor SET4NPL will be procuring any EMBs. IMPORTANT TIMELINES: The tender submission deadline is 18 August 2025, 16:00 pm KST (Korean Standard Time). If any bidder has any request for clarification on the TOR or any part of the tender documents, GGGI will be happy to clarify if they are received on or before 7 days before the deadline (namely: if the tender submission deadline is 16:00 15 April KST, then the due date for submission of request for clarification is 16:00 8 April KST). Interested parties will be required to register their details on the GGGI e-Green Procurement Portal (https://in-tendhost.co.uk/gggi). HOW TO OBTAIN THE DOCUMENTS: Documents can be accessed via the e-Green Procurement Portal by selecting View Details on the relevant notice and then clicking the Tender Application button. If you are a new supplier, you will be required to register your details. If you have an existing account, you will need to login to the portal. Please refer to the guidance documents under the `Supplier Guidance` area of the portal for further information. ONLINE TENDER MANAGEMENT: Once in the Tender Management Area for the tender, there are five possible tabs: Tender, `Tender Documents`, Correspondence, Clarifications and History. Select the 2nd tab (`Tender Documents`) where you will find useful information regarding the RFP. Scroll down to the heading Tender Documents Received where you will be able to view / download the documents. OPTING IN & OPTING OUT: Please note that you may be required to Opt In before you can start populating your response. The Opt Out functionality will also be available throughout the duration of the tender process. Opting out will give you the option of declaring you no longer want to receive any further communication in relation to this tender along with the opportunity of providing comments and feedback for this decision. Neither GGGI, GIZ, nor SET4NPL will directly procure any EMBs; the tender serves to establish an approved shortlist for local Public Transport Operators (PTOs).
