The Subject Of The Order Is A Service Consisting In Granting The Kęsowo Commune A Long-Term Loan Up To Pln 2,500,000.00 To Repay Liabilities In 2026. The Ordering Party Envisages The Use Of The So-Called Reverse Procedure Referred To In Art. 139 Section 1 Of The Public Procurement Law, I.E. The Ordering Party Will First Examine And Evaluate The Offers, And Then Subjectively Qualify The Contractor Whose Offer Was Rated The Highest In Terms Of The Lack Of Grounds For Exclusion And Compliance With The Conditions For Participation In The Procedure. 1. The Contractor Attaches To The Offer A Statement Which Will Show That There Are No Grounds For Exclusion Pursuant To Art. 7 Section 1 Of The Act Of April 13, 2022 On Special Solutions For Counteracting Support For Aggression Against Ukraine And For The Protection Of National Security, And That No Premises Or Circumstances Specified In Art. 5K Of Council Regulation (Eu) No. 833/2014 Of 31 July 2014 Concerning Restrictive Measures In Connection With Russias Actions Destabilizing The Situation In Ukraine, As Amended By Regulation 2022/576, In Accordance With The Template Constituting Annex No. 3 To The Swz. 2. The Contractor Attaches To The Offer A Declaration Of Not Being Subject To Exclusion And Meeting The Conditions For Participation In The Proceedings, To The Extent Indicated By The Ordering Party. The Contractor Shall Submit This Declaration On The Single European Procurement Document Form (Hereinafter Referred To As The Single European Procurement Document), Prepared In Accordance With The Standard Form Specified In The Commission Implementing Regulation (Eu) 2016/7 Of 5 January 2016 Establishing The Standard Form Of The Spd.
