The consultancy will support KARM in selecting and mapping priority value chains and localized food systems, identifying key actors, strategic partnerships, clusters, and infrastructure investments to inform targeted, sustainable, and conflict-sensitive interventions. Context The KARM project aligns with the BMZ Strategy on Transitional Development Assistance (TDA), the Lebanon Reform, Recovery and Reconstruction Framework (3RF), the Lebanon Crisis Response Plan (LCRP), and the strategic orientations of the Lebanese Ministry of Agriculture. Lebanons prolonged political, economic, social, and security crises have significantly affected agricultural and rural livelihoods systems, resulting in market disruptions, reduced public service capacities, insecurity, displacement, infrastructure damage, and increased vulnerabilities across rural economies. In this context, agricultural value chains are increasingly shaped by security conditions, territorial accessibility, market constraints, transport and logistics challenges, and changing food security needs. The assignment will adopt a conflict-sensitive, market-oriented, and localized food systems perspective to identify value chains and interventions that can strengthen resilience, local cooperation, social cohesion, and sustainable recovery. The assessment will focus on selected regions in North and South Lebanon and will consider value chains with potential for food security, economic resilience, import substitution, employment generation, environmental sustainability, and inclusion of vulnerable groups.
