Background and description of the project In 2022, Plan International France obtained the award of a Programme Agreement from AFD entitled OSEER "Opportunities for sustainable Socio-Economic and Environmental integration (integral integration) of young people, for a transformation of gender social relations in West and Central Africa". After a first phase (2022-2025), a second phase (2026-2028) is being started. OSEER promotes the integral integration (economic, social, civic and environmental) of the most vulnerable young people through an inclusive, gender-transformative approach, sensitive to the environment and through the participation of young people as actors of change in West and Central Africa (WCA). The integral integration of young people is defined as the ability to successfully transition to adulthood in order to meet ones needs and assert ones rights in an active and sustainable way on the social, human, economic, professional, environmental and climatic dimensions. During phase 1, more than 2,000 young people were trained in promising professions, 315 savings groups were set up to facilitate access to community savings and 285 youth organizations were supported in advocating for full integration. The learning system has made it possible to feed knowledge by identifying the good practices that feed this 2nd phase. This 2nd phase, which will last 3 years (2026-2028), is being implemented by Plan International in Senegal (Dakar and Saint-Louis) and Togo (Central region), in partnership with 3 partner CSOs, the young people of the programme, the technical services of the State and the local authorities of each country. In addition, Plan International France will carry out activities in France to contribute to the paradigm shift in favour of integral integration and to collectively meet the challenge of the sustainable integral integration of young people, by deploying the "young actors" approach. 3. Objective of the baseline study 3.1. General objective of the baseline study: The main objective is to draw up an inventory of the projects indicators at its inception in Senegal and Togo in order to facilitate the monitoring of their progress and comparability at mid-term and at the end of the project. In the event of missing data, additional data may need to be collected in order to establish a baseline. This study report will be used as a reference to monitor the progress of the project against the indicators defined for the project. 3.2. Specific objectives Specifically, it will be a question of: determining the basic values of the projects indicators; Provide disaggregated information to understand the current levels of the projects indicators and to deepen the main factors related to the full inclusion of young people, especially young women, and their engagement within their communities, countries in terms of behaviour, attitudes and practices; measure the levels of "knowledge, skills and practices" on full integration and potential complementarities with the existing youth organisations in the areas of intervention but not part of the OSEER II programme; To make suggestions/recommendations for the methodology of data collection, interpretation and analysis of the project. How to apply Technical and financial offers must be submitted before 04/09/2026 to the following email address: recrut-programmes@plan-international.org Offers must include: A technical proposal including a brief introduction on understanding ToR, the context of the project and intervention, and the objectives and scope of the baseline study; a description of the methodology envisaged, including methods, tools and sources, including for taking into account the participation of young people in the implementation of the study; a presentation of the implementation plan for the baseline study including a preliminary timetable and taking into account the context of Senegal and Togo; an understanding of ethical, gender equality and child safeguarding considerations, identified risks and associated mitigation strategies, a presentation of the quality assurance plan; and finally a presentation of the profile of the proposed team, including their curriculum vitae in the appendix and two reference letters corresponding to similar missions with the person to be contacted. Also include in the annex a copy of a previous report of a similar nature, preferably conducted on the full integration of young people, youth engagement or the transformation of gender social relations (final project evaluation). A financial offer with all the costs necessary to carry out the mission. It should include all the headings of expenditure: costs in man/days, travel to/in the countries of the mission, accommodation and other costs that could be incurred (consequent logistics to carry out the study without major constraints).
