The Analysis Must Provide A Decision-Making Basis That Can Be Verified, And Which Takes Account Of Realistic Time-Courses For Political Decisions And Implementation (Organisation, Recruitment And Possible Business Transfer), Before Concluding On Which Route Package Is Suitable And Feasible As A Pilot For Own Management. The Explanation Is Limited To Including Buses Under Own Management. It Is Therefore Demarcated Against The Allocation Of Private Management For Express Boats, Ferries And Light Rail. The Assignment Is Not Limited To The Bergen Area. A Plan For Tendering The Bus Contracts In Bergen Is Being Drawn Up, And Skyss Must Ensure Operations Through The Announcement Of New Tenders. Route Packages In The Bergen Area Must Be Considered As Possible Candidates, But The Assignment Must Be Based On A Realistic Time Course For Political Decisions And Implementation, So That Recommended Candidates Have Practical Feasibility Within The Relevant Contract Window. The Report Can Recommend Other Route Packages If This Provides Better Decision Value Within Time/Scope/Risk. The Assignment Is Divided Into Two Phases Phase 0 And Phase 1 Phase 0: Includes Two Partial Deliveries (L0a) And (L0b) And Political Control Point (Sp0) Within The Phase, Where The Client Can Adjust The Scope And Possibly Limit Further Work With Alternative Models To Reduce Complexity.
