Tenders are invited for Video Editing - Posts Designs Expert (Videography and Photography). Closing Date: Sunday, 19. Jul 2026 Intervention Sector(s): Communications & Media B1. About MDSFMichel Daher Social Foundation (MDSF), established in 2014, is a Lebanese NGO dedicated toaddressing the unique challenges faced by communities in Central Bekaa. Committed to creating anenvironment where individuals can achieve their highest potential, the foundation focuses oncommunity health care, economic and human capacity building, sustainable communitydevelopment, and livelihood. MDSFs mission is rooted in providing support to help peopleovercome life challenges and to make a positive impact on the Bekaa community. B2. Project ContextMDSF is requesting proposals for the production of visual content to support its programs. The objective is to create high-quality multimedia materials that document activities, highlight program impact, and enhance community awareness and engagement through professional photography and videography. B3. Objective of the AssignmentThe objective of this assignment is to engage a qualified service provider to: Capture and produce high-quality visual content (photos and videos) Edit and deliver professional multimedia materials Develop promotional content including reels and a final highlight video Support communication and awareness efforts of MDSF programs B4. Scope of Work / DeliverablesThe selected service provider shall be responsible for:1. Photography Capture high-quality images of events, activities, and key moments Ensure proper lighting, framing, and composition Maintain consistency with MDSF branding guidelines Deliver edited photos in: High-resolution format Web-optimized format 2. Videography Record video coverage of: Events Interviews Program activities Edit footage into: Short videos / reels Full-length videos as required Include: Subtitles Background music Branding elements and graphics 3. Content Delivery Deliver all materials within agreed timelines Coordinate with MDSF communication team for reviews and approvals Organize and archive all media files for future use B5. Reporting & Supervision High-quality photographs covering program sessions and activities Two (2) engaging reels including testimonials (social media optimized) One (1) final video summarizing the program (including editing, subtitles, branding elements) B6. Reporting & SupervisionThe service provider will coordinate with and report to the MDSF Communication Team or designated focal point. SECTION C PROPOSAL REQUIREMENTS C1. TECHNICAL PROPOSAL (Envelope 1) The Technical Proposal must include: Proposed technical approach and methodology Detailed work plan with timeline and milestones Profile and relevant experience Team composition: CVs of key personnel Copy of the ID Copy of registration / legal status documents Copy of the MOF Certificate. Do NOT include any pricing in the Technical Proposalenvelope. C2. FINANCIAL PROPOSAL (Envelope 2) The Financial Proposal must include: Detailed budget breakdown by deliverable or activity Daily / unit rates for all personnel (if applicable) All applicable taxes stated separately Payment schedule linked to deliverables Any assumptions or exclusions clearly stated Validity: prices held firm for 90 calendar days from submissiondeadlineFinancial Proposals are opened ONLY after technical evaluation iscompleted and a minimum technical SECTION D EVALUATION CRITERIA (Disclosed to Proposers): TECHNICAL EVALUATION 60% of total score FINANCIAL EVALUATION 40% of total score SECTION E TERMS, CONDITIONS & DECLARATIONS Proposal Validity: Proposer must hold prices firm for 90 calendar days from submission deadline. Extension may be requested in writing with proposers agreement. Rejection Rights: MDSF reserves the right to accept or reject any or all proposals, to cancel this RFP at any stage, or toaward to more than one service provider without stating reasons and without incurring liability. Confidentiality: All information provided in this RFP and received in proposals is confidential. Proposers must not disclose RFP contents or their submission to third parties without MDSFs written consent. Intellectual Property: All deliverables, reports, data, and tools produced under this assignment shall be the sole property ofMDSF and the relevant donor. The service provider retains no rights to use or publish outputs withoutwritten permission. Anti-Corruption: By submitting, the proposer confirms no gift, bribe, or inducement has been offered or accepted in connection with this procurement. MDSF has a zero-tolerance policy on corruption. Conflict of Interest:The proposer confirms no undisclosed relationship exists with any MDSF staff member involved in thisprocurement or the assignment. A signed COI Declaration (PRC-COI-C01) must be included in theTechnical Proposal. Sanctions Compliance: The proposer confirms it is not listed on the UN Consolidated Sanctions List, EU Sanctions List, USOFAC, or other applicable lists. MDSF screens all service providers prior to contract award. Child Safeguarding & PSEA: The proposer agrees to comply with MDSFs Child Safeguarding Policy and PSEA commitments throughout the assignment. All personnel deployed must be vetted accordingly. Data Protection: The proposer agrees to handle all personal data of MDSF beneficiaries and stakeholders in accordance with applicable data protection principles and MDSFs data protection guidelines. Governing Law: This procurement and any resulting contract shall be governed by the laws of Lebanon. Disputes shall beresolved first through negotiation, then mediation, and finally through competent Lebanese courts.Sub-contracting: Sub-contracting of any part of the assignment requires prior written approval from MDSF. The primecontractor remains fully responsible for all deliverables regardless of sub-contracting arrangements. Payment Terms Payment shall be made 100% after completion of each service and MDSF acceptancePayment will be made against an official invoice submitted by the service provider.An 8.5% tax deduction will apply if the service provider does not provide a valid Ministry of Finance(MOF) registration, in accordance with Lebanese tax regulations.
