Request for proposals for Analyzing the Economic Impact of ITA/ITA2 in APEC Developing Economies and Non-Tariff Measures Affecting Information and Communication Technology Products 3.1 Description of Services This RFP is looking for a Contractor to conduct the following tasks: Part 1: Assessment of the impact of ITA/ITA2 participation by developing economies in APEC on tariff revenues and economic growth. Conduct an assessment of the estimated/potential economic impacts of the participation in ITA/ITA2, including effects on tariff revenues, imports, economic growth, and fiscal revenues. Specifically: (1) Elimination of tariffs on ITA/ITA2 products and the associated loss of tariff revenue; (2) Reduction in prices and the resulting increase in imports of ITA/ITA2 products; (3) Expansion of ICT-related capital and intermediate inputs resulting from higher imports; (4) Impact of growth in ICT capital stock on the GDP growth rate; (5) Indirect effects on government revenues, including consumption-based taxes and income-related taxes. This part can be conducted based on the approach used in the 2017 analysis by the Information Technology and Innovation Foundation (ITIF)2,3 or any other robust methodology deemed suitable. Part 2: Mapping of ICT-NTMs affecting APEC economies. (1) Desk research Identify and compile NTMs affecting trade in ICT products. The UNCTAD Trade Analysis Information System (TRAINS) and WITS database can be used to calculate the following: the percentage of ICT goods by category affected by at least one NTM (frequency index); the percentage of ICT value by category subject to at least one NTM (coverage ratio); the number of NTMs applied to ICT goods (prevalence score); and share of APEC imported/exported products subject to NTMs by category. (2) Questionnaire for industries and businesses Conduct a questionnaire survey for industries and businesses to complement and reinforce the desktop research. This survey will primarily seek to collect information such as the following: the relevant HS codes; NTMs affecting their products, including those not based in domestic legislation but captured in UNCTAD TRAINS and WITS database; the economies imposing such NTMs; if certain NTMs have been relaxed, which measures were relaxed and the reasons for their relaxation; and how NTMs have been addressed.
