Service Descriptions As Attachments 1 And 2 Of The Request For Tender. The Main Operating Area Is Helsinki. Remote Destinations Are Agreed Separately On A Case-By-Case Basis. Helsinki University Group Has Approx. 500,000 M2 Of Room Space In Keskusta, Kumpula, Viikki And Meilahti Areas. The Properties Are The Responsibility Of The University Of Helsinkis Property Services Oy. The Procurement Is Divided Into Two Parts: 1) Maintenance, Repair And Contracting Of Security Systems 2) Maintenance, Repair And Contracting Of Locking Systems. The Tenderer Can Offer One Or Both Parts Of The Procurement. If The Bidder Is Selected For Both Sub-Areas, The Contracts Of The Sub-Areas Can Be Combined Into One Contract. The Customer Selects Three (3) Suppliers For The Framework Arrangement For Each Part Of The Procurement, Unless There Are Fewer Bidders Who Meet The Requirements. The Framework Agreements Concluded With The Suppliers Selected For The Framework Arrangement Do Not Constitute A Volume Purchase Obligation For The Customer. The Framework Agreements For Maintenance And Minor Repair Work Are Concluded Between Helsinki University Real Estate Services Oy (2838529-9) And The Selected Suppliers. Applicable Contract Terms: Jyse Palvelut 2025 In Major Renovations, Projects And Contracts Made With Investment Money, As Well As System Replacements, Framework Agreements Are Concluded Between The University Of Helsinki (0313471-7), Helsinki University Properties Oy (2267512-1) And The University Of Helsinkis Funds (0246242-8) And Selected Suppliers. Applicable Contract Conditions Yse 1998. In Maintenance And Repair Work, The Work Is Distributed Among The Chosen Framework Contract Suppliers In The Order Of Priority Or Ranking: As A Rule, The Work Is Ordered From The Supplier With The Most Points. In Large Repair Works, Projects And Contracts Made With Investment Money, As Well As System Replacements, Works That Exceed The National Threshold Are Held In A Mini-Competition Among The Selected Framework Contract Suppliers. During The Contract Period, The Amount Of Maintenance May Vary. Maintenance And Repair Work For Security Systems Is Ordered Without A Mini-Competition For A Value Of Approximately €90,000 Each Year. Maintenance And Repair Work For Locking Systems Is Ordered Without A Mini-Competition For A Value Of Approximately €100,000. The Customer Can Purchase A Small Amount Of Supplies Outside The Procurement Program, But Belonging To The Same Product And Service Category, And Their Maintenance Work. The Annual Value Of Contracting Can Vary Greatly. The Average Annual Value Of Security Technology Contracting Orders Is Around €400,000 And The Average Annual Value Of Mechanical Locking Contracting Orders Is Around €100,000. The Above-Mentioned Estimates Of The Purchase Value Are Not Binding On The Customer. In Contracting, The Client May Also Use Suppliers Tendered By The Construction Company Responsible For The Overall Contract. Requirements Regarding Contract Procurement Are Described In More Detail In Appendix 10_Contract Program In The Contract Program, The Term Contractor Means The Supplier (Provider), The Contract Means The Service That The Supplier (Provider) Produces, And The Developer Means The Customer. The Equipment Specified In The Request For Tender Is The Equipment Currently In Use. With System Renewals, The Equipment Base May Change, In Which Case The Necessary Equipment Is Held In A Mini-Competition Among The Selected Suppliers. The Target Start Date Of The Agreement Is 17 October 2026.
